Senior Quantity Surveyor/Quantity Surveyor - Utilities/Construction - Edinburgh/Glasgow - 6 months - JA/Req/031822

Main Purpose of Role

* To provide a proactive and professional commercial and contractual support service to the Project Management Teams engaged on the delivery of all aspects of the Capital Programme.
* Provide consistent and accurate monthly financial performance reporting (cost control, forecasting accurate movements, risk management) for all.
* Projects assigned to their control to assist effective Business Management decision making and commercial risk appraisal.
* Provide contractual advice around the NEC suite of contracts and for accurate direction around the contractual administration of the contract.

Main Responsibilities in Role

* To support the Project Manager and their respective teams in all aspects of reporting, provide commercial challenge and supporting project teams to understand and implement cost management and forecasting procedures to align with the commercial team's strategy.
* To liaise closely with Project Managers to ensure collaborative development and ownership of reported cost/value data and investment profiling prior to issuing to Managing Surveyor and Delivery Manager.
* Draft, negotiate and award Delivery Contracts and Consultancy Services commission's in accordance with the terms and conditions of Framework Agreements established within the business.
* To advise and coach Project Managers and their teams on commercial and contractual matters, seeking to raise commercial awareness and bring commercial tension to the technical and programme decision making process for all projects
* Implement consistent and timely change management control process for all projects assigned to the role holder. Support and assist project managers, delivery partners, framework consultants and framework suppliers, to identify, notify, evaluate and report change at the earliest opportunity. To allow any cost and programme implications to be recognised within management reports and accurately reported to the Client with mitigation action plans established
* To operate and administer financial aspects of Delivery Contracts, including payments, evaluation and agreement of Compensation Events and Final Accounts
* To prepare and monitor development budgets and Target Costs for Projects throughout the Capex Approval life cycle.
* Develop and maintain excellent working relationships with the Project Management and Programme Management teams, Delivery Partners, Framework Consultants and Framework Suppliers.
* Good understanding of NEC terms for Contractor's and Consultant's and the day to day administration of such contracts and the role and duty of the Project Manager under the terms of the contract.
