Our client, a leading UK Transport Government Department is seeking a Rail Commercial Lead on a contract basis to work in London.

This is a contract role paying between £750- £800 Ltd per day Ltd on a 5 month contract initially

Key Skills:
Railway Commercial Experience
CIPS qualified
OJEU processes
Five years of experience leading major procurements and negotiations.
Experience of leading complex commercial programmes
Conflict management experience in the UK franchised rail industry beneficial
Experience of leading a team that successfully negotiated large and complex deals, preferably in the transport industry

Rail Commercial Lead-DFT-Contract-London

Key tasks and deliverables:
The post holder will be responsible for the development and implementation of the commercial and procurement strategy.

Key Tasks:
* Engagement with the supplier market.
* Development of Pre-Qualification Questionnaire.
* Evaluation of PQQ responses.
* Development of commercial strategy, building on cross-franchise policy work being carried out within the Franchising Directorate.
* Development of procurement strategy, liaising with DfT procurement specialists to ensure best practice is followed.
* Set-up and management of data site.
* Development of Invitation to Tender, in conjunction with Specification Lead, Finance, Legal and Economic colleagues and Advisors, and building on cross-franchise policy work.
* Bid evaluation.
* Contribution to DfT's business case development, governance and assurance processes.
* Negotiation.
* Delivery of the Commercial Case for the Strategic Outline Business Case

Experience Required:

Experience and Skills:
* Partial/complete CIPS qualification and preferably a full member of CIPS would be an advantage but not essential.
* Experience of the OJEU process would be an advantage.
* Experience of leading a team that successfully negotiated large and complex deals, preferably in the transport industry.
* Railway commercial experience.
* Sympathetic understanding of 'public impact' of contracts involved.
* Excellent numerical and drafting skills.
* Developing options and evaluation; cost/benefit analysis.
* Critical thinking and problem solving skills.
* Planning and organising.
* Able to provide authority and give confidence to key decision makers in DfT up to the Secretary of State.
* Stakeholder management.
* Team work and decision-making.
* Conflict management experience in the UK franchised rail industry beneficial.

Essentials:-
* Should have a minimum of five years of experience leading major procurements and negotiations.
* Experience of leading complex commercial programmes.
