Technology Application Consultant - Portland, OR

Job Summary -
This 5+ month contract-to-hire opportunity is for a Technology Application Consultant for a major health care provider in Portland, OR. This position's responsibilities demand regular interface with business and clinical leaders and technology subject matter experts - it's a great opportunity for people who want to be in both the business and technology world. 

Job Summary: 
The Technology Application Consultant supports execution of the strategy and technology project intake process driving a diverse Care Delivery technology portfolio. Works with medical business owners, technology and business stakeholders and other groups as required. Clarifies and scopes new business needs and goals in terms of business processes and technology solutions, assists in scoring potential projects and provides an assessment of how a particular project fits into the Ambulatory, Dental or Inpatient services portfolio. Position partners with the business to identify project issues associated with (but not limited to) alternative solutions, funding, readiness, ROI, risk and schedule. For small enhancements, position may be required to scope, architect and coordinate solution delivery. Position will be involved in multiple projects simultaneously. 

Describe the project this resource will be working on: 
Multiple potential projects including 
Transition of Dental line of business to new electronic medical record 
Update of lab server infrastructure and integration of new lab application 
Integration of new point of care testing devices and application

Required Experience: 
8 years experience in Information Technology 
6 years experience as a Project Manager 
6 years experience with Business Process Analysis 
4 years experience with Solution Architecture or Solution Planning 
4 years experience in healthcare industry 
4 years experience with user and systems requirements gathering 
4 years experience with technology analysis of alternatives 

Preferred Experience: 
10+ years experience in Information Technology 
6 years experience managing client relationships 
Experience executing defined processes for analysis, tracking and reporting 
Experience with Systems Development Lifecycle (SLDC) 
Experience with IT infrastructure 
Experience with Enterprise Architecture frameworks (DoDAF, FEAF, Zachman) 

Required Education: 
Bachelors degree in Business, Informatics, Mathematics, Sciences, Systems or related field 

Skills to be successful in this role: 
Ability to identify the problem to be solved and high level functional and non-functional requirements through interview, review of documents and analysis 
Ability to document as-is and to-be clinical workflows based on information gathered 
Ability to design a high-level solution that meets requirements 
Ability to document logical and physical designs for technology professionals 
Ability to develop project and total cost of ownership cost estimates for IT labor/services, hardware and software 
Ability to iterate, refine and develop greater detail on all deliverables 
Ability to work with multiple technical delivery teams for specific technology requirements including: security analysis, compliance analysis, server build/test/deployment, interface development, data migration, storage provision, software packaging
