I am looking to hire a Project Management -- Construction & Engineering for one of my Public Sector Client. Please read the below job Specification.

Main Responsibilities:

  • To undertake Project Management duties in line with NEC3 and JCT and any other appropriate construction contractual procedures. To ensure design and procurement processes are compliant with legal and statutory obligations.
  • To undertake project management, including establishment of project aims and objectives, financial management and construction of Estates Projects.
  • To be responsible for all key stakeholder engagement, and ensure project objectives are tested through benefits realisation process, to aid the departmental and organisational delivery of key strategic projects.
  • To produce project specific programmes of works, continually monitor and update for reporting purposes, undertaking key performance indicator assessments and addressing performance issues as necessary.
  • To appoint and manage all project resources including for external consultants and contractors, and other key organisational stakeholders, as authorised in accordance with procurement policies and procedures, ensuring close financial monitoring of such contracts, and providing regular reports on all project matters to Business leads.
  • To undertake Capital Business cases, including whole life costing analysis, ensuring client briefs and feasibility proposals are developed in accordance with project aims and objectives, and benefits realisation analysis undertaken including for establishing project risk logs.
  • To develop presentation material to convey technical and aesthetic information to Chief Officers, Command teams, Partner Organisations, and Local Authorities as appropriate.

Special Conditions:

  • Occasional weekend working
  • Regular travel throughout Warwickshire and West Mercia.
  • Potential to be project based for length of project life.

PERSON SPECIFICATION:

Knowledge:

  • Higher BTEC (or equivalent) in Construction or evidence of accreditation obtained through work based Continuous Professional development with substantial experience of Client Project Management duties. ie CIOB, RICS
  • A working knowledge of all Construction contracts, including NEC 3, and relevant legislation including building regulations, CDM, Natural England Licence, Party Wall Act, PROW
  • Ability to meet the requirements to become a member of the Association for Project Managers, with Construction based evidence
  • Knowledge of relevant construction, Health and Safety and statutory duties and requirements
  • Knowledge of design guidelines relating to the development of specialised design areas for the police or related environments.

Experience:

  • Experience of undertaking Project Management duties for construction projects over £8million in value, and proven ability to run multiple construction projects, coordinate multi-disciplinary construction professionals and achieving project delivery within programme and budget.
  • Experience of procurement processes and procedures in regard to Construction projects
  • Experience of managing teams of multiple professional advisors.
  • Working with varied client base and negotiating difference to meet organisational requirements.

Key Skills:

  • Ability to interpret and extract information from a variety of sources, and create well presented, accurate, concise documentation demonstrating attention to detail.
  • Ability to use and interrogate MS Project and other such programme orientated systems
  • Ability to use and read constructions drawings and use CAD where required
  • Ability to interpret construction related documentation
