It triggered what he describes as a kind of professional shock: <strong>\u201cI remember coming away from that book thinking, \u2018Oh my gosh. We\u2019ve now tapped into human intelligence in a new way \u2014 and NASA needs to use this.\u2019\u201d<\/strong><\/p>\n\n\n\n<p>He started joining online crowds, participating in open challenges, and exploring how distributed talent could be used to solve real problems.<\/p>\n\n\n\n<p>A few years later, he joined the part of NASA that would become the<strong> Center of Excellence for Collaborative Innovation (CoECI) <\/strong>and the NASA Tournament Lab. He describes it as a \u201ctsunami of technology\u201d:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Around <strong>90% of all scientists who\u2019ve ever lived are alive and working today<\/strong>.<\/li>\n\n\n\n<li>They\u2019re building on incredibly powerful<strong> \u201cbuilding block\u201d technologies <\/strong>like AI, drones, CRISPR, advanced sensors, and more.<\/li>\n\n\n\n<li>There are <strong>huge numbers of startups being created all the time<\/strong>\u2014and even if only a tiny percentage succeed, that\u2019s still a constant stream of new solutions.<\/li>\n<\/ul>\n\n\n\n<p>In the past, if you were an innovator inside a company, you could go to conferences, talk to vendors, consult a few experts, and have a reasonable understanding of \u201cwhat\u2019s out there.\u201d<\/p>\n\n\n\n<p>Today? That\u2019s impossible.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong>If you think you can Google the latest and greatest technology, then you really don\u2019t have a good appreciation for how expansive the world is right now \u2014 and how fast it\u2019s changing.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p>That\u2019s where <strong>open innovation and open talent come in<\/strong>.<\/p>\n\n\n\n<p>Instead of trying to control all expertise in-house, NASA began using curated crowds and platforms as a \u201cstatistical dragnet\u201d across industries and disciplines. In Steve\u2019s words, they discovered that: <strong>\u201cThe crowd almost always has the expertise you need. When NASA first tried to roll out open innovation, the internal reaction was\u2026 not great: <strong>\u201cThe idea was initially rejected by the workforce. There\u2019s a Harvard Business School case study literally about NASA\u2019s rejection of open innovation.\u201d<\/strong><\/p>\n\n\n\n<p>Why?<\/p>\n\n\n\n<p>Because NASA employs some of the smartest people in the world \u2014 people who joined precisely to be the innovators.<\/p>\n\n\n\n<p>To them, <strong>outsourcing innovation<\/strong> to \u201cthe crowd\u201d <strong>felt like a threat<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u201cAren\u2019t we supposed to be the experts?\u201d<\/li>\n\n\n\n<li>\u201cWhy would we hand big, important problems to people who aren\u2019t as trained as us?\u201d<\/li>\n<\/ul>\n\n\n\n<p>Steve and his team realised they had a framing problem, not a technology problem.<br>They began presenting open innovation and open talent not as a replacement, but as a multiplier:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong>We said, look \u2014 going outside the organization is uncomfortable, but it\u2019s necessary. If you don\u2019t tap into external ideas and experts, the odds that you\u2019re missing something critical go way up.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p>They shifted the narrative from \u201coutsourcing our jobs\u201d to \u201cupgrading our starting point.\u201d Open innovation gave NASA access to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>New ideas<\/li>\n\n\n\n<li>New technologies<\/li>\n\n\n\n<li>New experts<\/li>\n<\/ul>\n\n\n\n<p>All of which made NASA\u2019s internal people more effective, not less.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Freelance Turn: From Open Innovation to Open Talent<\/h2>\n\n\n\n<p>The real turning point came when NASA encountered something unexpected: <strong>a crowdsourcing and freelancing platform.<\/strong><\/p>\n\n\n\n<p>They first met Freelancer.com through its contest-based approach. Then they realised something bigger: contests were just one piece. Behind them sat huge communities of freelancers with highly specialised skills.<\/p>\n\n\n\n<p>At the time, Steve recalls Freelancer.com having about 4 million users. Now? 80 million+.<strong>\u201cThat\u2019s more than 1% of the world\u2019s population on one freelance platform. That\u2019s just crazy to me.\u201d<\/strong><\/p>\n\n\n\n<p>The team also studied research from platforms like Upwork, projecting that by around 2027, more people in the U.S. would be working as freelancers than in traditional full-time jobs.<\/p>\n\n\n\n<p>Steve\u2019s conclusion was blunt:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong>If half of the talent is going to sit outside full-time employment, and your only strategy is recruiting and retaining full-time employees\u2026 you\u2019re in trouble.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p>NASA began experimenting with bringing in freelancers directly \u2014 not just for contests, but as integrated contributors.<\/p>\n\n\n\n<p>One of the most practical tests?<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>They <strong>hired three freelancers<\/strong> to help handle <strong>peak project demand<\/strong> at the NASA Tournament Lab.<\/li>\n\n\n\n<li>They onboarded them.<\/li>\n\n\n\n<li>Trained them.<\/li>\n\n\n\n<li>Included them in team meetings and culture.<\/li>\n<\/ul>\n\n\n\n<p><strong>\u201cThey became part of our team. Honestly, I don\u2019t think anyone thought of them as different.&#8221;<\/strong> This wasn\u2019t just about capacity. It was also about <strong>upskilling.<\/strong><\/p>\n\n\n\n<p>Bring in a quantum sensing expert for a few hours \u2192 Your whole team suddenly understands quantum sensing better.<\/p>\n\n\n\n<p>Steve calls this<strong> \u201cwork as a vehicle for upskilling\u201d<\/strong> \u2014 the freelancer isn\u2019t just doing the work; they\u2019re <strong>raising the level of everyone around them<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Trust, Risk, and the Myth of \u201cSafe\u201d Full-Time Talent<\/h2>\n\n\n\n<p>If you talk to companies about freelancers, you\u2019ll quickly hit a wall of anxiety:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Can we trust them?<\/li>\n\n\n\n<li>What about IP and security?<\/li>\n\n\n\n<li>What if they disappear?<\/li>\n<\/ul>\n\n\n\n<p>Steve doesn\u2019t dismiss those concerns, but he puts them into perspective:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong>If you\u2019re worried about someone stealing your IP, you should probably worry more about the engineer who\u2019s been passed over for promotions for 25 years than the freelancer who\u2019s building their reputation on delivering great work.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p>He points out that <strong>freelancers live on reputation<\/strong>.<\/p>\n\n\n\n<p>Platforms track reviews, portfolios, job histories \u2014 what he calls the \u201cdigital exhaust\u201d that becomes a modern CV.<\/p>\n\n\n\n<p>On top of that, <strong>companies can design the work <\/strong>in a way that limits exposure to sensitive information. Not all work is core IP. Plenty of it is architecture, integration, marketing, interfaces, testing, or exploration.<\/p>\n\n\n\n<p>In other words: <strong>\u201cRisk doesn\u2019t disappear with full-time employees; we\u2019re just more used to it. With freelancers, the real risk is not learning how to work with them and watching your competitors move faster.\u201d<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Platforms as the New Infrastructure of Work<\/h2>\n\n\n\n<p>One of the most interesting themes Steve kept returning to is the<strong> role of platforms.<\/strong> They\u2019re not just marketplaces \u2014 they are becoming infrastructure for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Vetting and matching talent<\/li>\n\n\n\n<li>Providing training and learning paths<\/li>\n\n\n\n<li>Managing reputation and track records<\/li>\n\n\n\n<li>Connecting experts and clients across the globe<\/li>\n<\/ul>\n\n\n\n<p>For companies, these platforms like freelancer.com, upwork, freelancermap and others solve the discovery problem.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong>Even if you want to hire freelancers one-to-one, where do you find them? You\u2019re going to end up on a platform anyway. The platform is where the talent lives.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p>And for freelancers, platforms offer something just as powerful:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Agency \u2013 choosing the type of work they want<\/li>\n\n\n\n<li>Learning \u2013 building skills through real projects and communities<\/li>\n\n\n\n<li>Proof \u2013 collecting visible reputation they can carry forward<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">The Hybrid Future: Employees Who Freelance, Freelancers Who Feel Like Team<\/h2>\n\n\n\n<p>One of the most thought-provoking parts of our conversation was about <strong>blurring the boundaries between full-time and freelance work<\/strong>.<\/p>\n\n\n\n<p>Steve shared how he started his own consulting and speaking work on the side of his NASA job \u2014 with full legal approval \u2014 once he saw that:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>His expertise was relevant far beyond NASA<\/li>\n\n\n\n<li>Outside work would expand his knowledge<\/li>\n\n\n\n<li>NASA would benefit from what he learned in other environments<\/li>\n<\/ul>\n\n\n\n<p><strong>\u201cAs soon as I started doing that, I started learning so much more about what other industries were doing. And I was able to bring that back into NASA.\u201d<\/strong><\/p>\n\n\n\n<p>He believes <strong>companies are missing a huge opportunity by trying to tightly control employees<\/strong>\u2019 outside activities instead of harnessing them.<\/p>\n\n\n\n<p>Imagine a policy that says:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>You\u2019re allowed to do approved freelancing or challenges on the side<\/li>\n\n\n\n<li>You agree not to share company IP or confidential information<\/li>\n\n\n\n<li>Every 6\u201312 months, you come back and share what you\u2019ve learned and how it applies<\/li>\n<\/ul>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong>If you want to upskill your people, giving them a forced training course is not your best bet. Giving them agency \u2014 and the chance to learn from real-world work \u2014 is far more powerful.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p>Is this a huge mindset shift? Absolutely.<\/p>\n\n\n\n<p>Will most companies resist it at first? Definitely.<\/p>\n\n\n\n<p>But the economics don\u2019t lie.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Economics: Why Fit-to-Task Beats Over-Hiring<\/h2>\n\n\n\n<p>Steve\u2019s view of the freelance economy isn\u2019t ideological. It\u2019s practical.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong>You can literally pay a freelancer twice as much as your full-time employee and still come out ahead, because of all the overhead you don\u2019t carry.<\/strong><\/p>\n\n\n\n<p>Think of the difference:<\/p>\n<\/blockquote>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><tbody><tr><td class=\"has-text-align-left\" data-align=\"left\"><strong>Traditional full-time model<\/strong><\/td><td><strong>Fit-to-task freelance model<\/strong><\/td><\/tr><tr><td class=\"has-text-align-left\" data-align=\"left\">Salaries<\/td><td>You pay for&nbsp;<strong>exactly what you need<\/strong>, when you need it<\/td><\/tr><tr><td class=\"has-text-align-left\" data-align=\"left\">Benefits<\/td><td>No long-term overhead if the work is temporary or specialised<\/td><\/tr><tr><td class=\"has-text-align-left\" data-align=\"left\">Office space<\/td><td>You can try, test, and switch much faster<\/td><\/tr><tr><td class=\"has-text-align-left\" data-align=\"left\">Underutilization<\/td><td>Company lifespans on major indices (like the S&amp;P 500) have dropped from ~90 years to ~14<\/td><\/tr><tr><td class=\"has-text-align-left\" data-align=\"left\">Long hiring processes<\/td><td>Technology cycles are shortening<\/td><\/tr><tr><td class=\"has-text-align-left\" data-align=\"left\">Long firing processes<\/td><td>Skills are fragmenting and becoming more nich<br><\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p>This <strong>new way of working isn\u2019t a nice-to-have<\/strong>. Use something you genuinely need help with \u2014 marketing, a technical exploration, a new tech area like AI or quantum sensing.<\/li>\n\n\n\n<li><strong>Bring legal and procurement in as partners, not gatekeepers<\/strong>:&nbsp;Don\u2019t just ask, \u201cCan I hire a freelancer?\u201d&nbsp;Frame it as:&nbsp;<em>\u201cWe need to learn how to work with freelancers. Help us build a safe and effective way to do that.\u201d<\/em><\/li>\n\n\n\n<li><strong>Talk directly to platforms<\/strong>:&nbsp;Contact specialised networks. Use their&nbsp;<strong>enterprise support<\/strong>. They\u2019ve already solved many of the problems you\u2019re worried about.<\/li>\n\n\n\n<li><strong>Expect some mismatches \u2014 but move fast<\/strong>:&nbsp;NASA swapped out a misaligned freelancer within weeks. In a full-time model, that might have taken a year. Build for experimentation and speed.<\/li>\n\n\n\n<li><strong>Think hybrid, not either\/or<\/strong>:&nbsp;Don\u2019t frame this as replacing full-time employees. Frame it as&nbsp;<strong>augmenting your team<\/strong>, accessing expertise you don\u2019t have, and upskilling your existing workforce faster.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\">A Final Thought: The Human Side of the Independent Workforce<\/h2>\n\n\n\n<p>Throughout our conversation, one thread kept coming back \u2014 <strong>agency<\/strong>.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>For companies, agency looks like having flexible access to the right talent at the right moment.<\/li>\n\n\n\n<li>For freelancers, agency is the power to choose work, clients, projects, and learning journeys.<\/li>\n<\/ul>\n\n\n\n<p>Steve summed it up beautifully through the lens of the broader transition:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong>As the world gets faster and faster, this new way of working might be what actually saves the workforce \u2014 because it gives people a way to keep up, to keep learning, and to do work that fits them.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p><strong>The future of work is not a distant concept.<\/strong> It\u2019s already here \u2014 in platforms, in freelance careers, in hybrid teams, in leaders like Steve who\u2019ve tested these ideas in one of the most complex organizations on Earth.<\/p>\n\n\n\n<p>The question for companies isn\u2019t: \u201cShould we work with freelancers?\u201d. It\u2019s: <strong>\u201cHow fast can we learn to?\u201d<\/strong><\/p>\n\n\n\n<p>And for freelancers isn&#8217;t: &#8220;How do I find clients?\u201d.
