Reported to the Director General of this Federal Government decentralized agency focused on the
telecommunications industry.
Strategic program management and full P&L authority over $70M (MXN) budget for cross-functional team
performing critical operations during deployment of "Red Compartida", the world's largest national
wholesale-only mobile network worth $7bn (USD).
* Reduced annual operating costs by as much as 8%, and implemented two phases of a 2024, 6% cost
savings effort for future budgets. Designed and developed efficiencies, and competitive
advantage through administrative and operational infrastructure, including creation of a PMO
based on analytics and data science, with automated processes and little to no paper based on
ISO. Accomplishing a first in Mexico, as well as having the first contractor without paper.
* Partner with General Director to implement strategic plan based on OKRs and Balance Scorecard
with operational and business insight, together with expert technical skill. Supportive
leadership and agile organizational structure encourage career development processes for 50 team
members, four of which have advanced to better positions through empowerment. Established
continuous improvement cycles and home office, procurement and supply chain logistics.
* Guided implementation of ground-breaking transformation and technology program, with an emphasis
on building an agile infrastructure that supported new systems. Initiated organization's first
use of Primavera P6, Unifier and Analytics in less than 4 months. Conducted presentations that
seized the attention of organizations worldwide and helped create strong relationships with
C-Level Executives of multinational corporations. Received RFQ's from 26 companies, awarding
contracts through international-public tender process with anti-corruption protocols to ensure

and gas industry.
Project management that utilized data analytics and 3D modelling to define project scope, develop
strategic plans for engineering and procurement, and to maximize efficiency during construction of a
550km gas pipeline in northern Mexico worth $613M (USD).
* Established overall organizational governance. Personally conceived, designed and implemented an
automated system reporting system using advanced digital tools, which automated 50% of reports
and cut costs more than 70%, improving it with the customer. It set internal controls, allowing
to monitor the pipeline every 6 meters on a daily basis and provided a full perspective of
project activities, and included a valid register to follow-up land acquisition and permits.
* New reporting processes also improved sales team's ability to forecast costs, upgraded invoicing
from 20 days to five, and streamlined payment operations. All data was traceable to the field
and was available in real time.
* Reinforced company objectives during contract and invoicing negotiations with key client, TC
Energy, and subcontractors. Kept solid relationships with client and subcontractors through open
communication managing contracts, addressed potential claims before they escalated. Managing a
team of ten, along different geographies.

potential clients, including a signed MOU with Gazprom, one of the world's largest natural gas
companies, for a 1,500km pipeline.
