1.  Initial Design Elaboration – a contract and statement of work specifying the initial requirements.
 
2.  Prototype Construction Phase(s) – a prototype is evolved iteratively.
 
3.  Evolutionary Iteration – evolve design and prototype iteratively with each construction phase.
 
4.  Prototype Transition to Implementation – the final prototype is implemented as the final project.
