Description

My Client is a major Regulatory Body and they are looking for a Procurement Specialist. The ideal candidate will have experience within Procurement, with the ability to run end to end tenders - from requirement gathering to contract award. Also, the ideal candidate will have experience and understanding of European Public Procurement Regulations, have the ability to identify opportunities to deliver VFM and also have experience of negotiations and putting together the strategy behind it. As well as having experience with commercial and financial issues would be an advantage.

Key Tasks and Deliverables:

* Coordinate, drive forward & deliver category specific tender projects in an efficient, effective and timely manner - from requirement gathering, developing & publishing the tender documents until contract awards & potentially mobilisation. Identify when project approvals are required and plan for them. Identify and resolve project issues internally and externally (escalate if and as appropriate).

* Develop and publish full and approved tender documentation in line with the Client's policies & standards and European Public Procurement Regulations.

* Develop a clear procurement approach that reflects the needs of the business, the market and is aligned to procurement policy objectives, EU regulatory requirements and plans for the necessary approvals. Able to challenge risk adverse behaviours where appropriate.

* Ensure that all pre-procurement engagement has been completed and that the organisation is ready to go to market such as engage and work with key stakeholders to develop & shape a clear and agreed view of business requirements and right outcomes to deliver VFM, shape an output/outcome- based requirement taking opportunities to capture views for innovation.

* Fully consider key financial and commercial issues in the development of the contracting model and implements these as appropriate in contract terms and conditions.

* Ensure dialogue/negotiation strategies with clear parameters are established in line with project objectives

* Brief and train evaluators to ensure that evaluators have a clear understanding of the evaluation criteria and are able to apply it consistently (manually or via E-procurement tool) and secure their availability. Moderate evaluation scores efficiently and fairly.
