NES Global Talent's client in Manchester is urgently seeking a Communications Manager. The role will be on an initial 12 month contract and will be paid between £280 - £300 per day Dependent upon skills and experience.THE ROLE
This role will act as lead liaison officer for strategic business planning of communications activities across the organisation and to develop the performance framework that demonstrates the achievement of objectives.
The roleholder will lead and coordinate authority wide planning of communications activities including writing effective marketing and communications strategies, plans and policies that strengthen the centre of excellence model for communications.
The roleholder will provide relationship management support to directorate Strategic Business Partners that supports the delivery of their communications objectives based on business plans and agreed strategies.
Develop and deliver high quality, cross media communication campaigns that build a strong and consistent message for Manchester.
The role holder will provide effective leadership and co-ordination of a team, ensuring that the team seeks to continuously improve service delivery and provides a high quality strategic consultancy service.
RESPONSIBILITIES
Lead the development and implementation of communications business planning systems that provide effective governance over the achievement of corporate communications plans and objectives.
Support and provide expert advice and consultancy services to directorates to ensure efficient service specific processes and strategies are in place to manage their communications requirements.
Identify key strategic communications issues, ensuring the effective implementation of appropriate action.
Ensure that corporate cross cutting communications strategies are fully Embedded across all directorates and proactively identify opportunities to inform future collaborative communication developments.
Accountable for the management of the Manchester brand, acting as a brand guardian by ensuring the consistency of all communication activities across the Authority.
Ensure that plans and processes for communications incorporate and reflect the strategic needs of the directorates as well as the over arching objectives of the wider organisation.
Champion improvements in the quality, consistency and coherence of communication activities with a consistent focus on improved quality and performance.
Provide proactive advice and guidance to senior managers to facilitate the development of communications knowledge across their services whilst anticipating strategic interventions where they are needed.
Develop and maintain partnerships, ensuring effective delivery of communications that meet the authority's needs. Proactively facilitate networking and sharing of corporate knowledge within the communications environment.

SKILLS AND EXPERIENCE
- Extensive market knowledge of communications concepts and principles with possession of the Charted Institute of Marketing Diploma or equivalent qualification.
- Significant knowledge and understanding of marketing, communications and promotions within a multi-disciplinary environment.
- Ability to integrate and effectively communicate service, departmental and corporate priorities into one shared objective.
