Main Duties and Responsibilities:

Manage the delegated budget; Ensure compliance with finance and procurement policies; Provide procurement advice; Manage finances, assets and payroll reconciliation; Identify and gain agreement for measures to deliver budget efficiencies through either cost-savings, re-allocation of financial resources or external sourcing of services; Ensure regular review of expenditure take place; Assist and support budget hodlers to scrutinise their own budgets; Production of monthly, quarterly and annual financial accounts, forecasts and budgets as required. Must be an experienced user of Oracle accounting systems and be advanced in using Excel spreadsheets

Job description for Manager in the Aviation and Travel Finance Department ("ATF")

  • Responsible for the analysis and monitoring of the finances and relationship management of a portfolio of c. 25 tour operators and/or airlines covered by the Air Travel Trust ("ATT") insurance scheme and/or UK-registered airlines with a Type A Operating Licence ("OL").
  • Build and maintain relationships with the management of tour operators within the portfolio of ATF-Department to encourage high quality and timely receipt of information and to evaluate the tour operators' financial prospects.
  • Responsible for producing Risk Reports for their portfolio companies. These reports will include an evaluation of each company's management, strategy, operations, financial current and likely performance and risks. In the case of tour operators the Risk Report will assess the potential risk exposure of the ATT. As the Reports are the basis for licensing and insurance coverage (tour operators only) decisions, the JH will have to ensure that his analysis and recommendation is communicated in a clear and succinct style.
  • Responsible for the authorisation of variations to and renewals of Air Tour Operator Licences within their delegated authority.
  • Responsible for making recommendations to the Senior Manager and Supervisory Committee for the grants of variations to, and renewals of, Air Tour Operator Licences which fall outside of their delegated authority.
  • Where Airlines constitute part of the JH's portfolio, responsible for undertaking the financial and commercial assessment of an applicant for a Type A OL. In addition the JH will make recommendations to the Senior Management with regards to the minimum capital requirement and other conditions for granting the OL.
  • Take a leading role in handling complex cases (eg companies in financial distress, leveraged buy-outs) within their portfolio.
  • Provide to Senior Management, CAA Board and members of the industry, oral and written presentations of analyses that identify the key issues and make recommendations on future action. The JH will contribute materially to the discussions.
  • Support ATF-Department's management in managing the ATT, including liaising with insurers and undertaking projects as requested.
  • Identify where practices and policy do not achieve their aim and make reasoned suggestions on how they can be changed.
