Senior Supply Chain Specialist - ICT.
We need a contract Senior Supply Chain Specialist within ICT for a 6-9 month contract to start in February in the fabulous South West of England.

Rate: #300 per day.
Location: South West England. Commutable from Plymouth Exeter, Truro.
Job purpose. There are a number of key commercial projects underway which require additional commercial resource to drive forward & deliver. The role will be for 6 - 9 months to consider the key projects & progress them to a point of moving into delivery of the business as usual teams.
The key areas of major commercial projects that the individual needs to have experience of are:
* Information Services (IS) investment & strategic contract reviews.
* Working with challenging supply chains & suppliers to deliver commercial change projects.
* Reviewing & critiquing complex commercial business cases for amendment/approval.
* Complex OJEU procurements through the digital market place & the delivery of complex procurements for ICT infrastructure & applications.
* Understanding of the current & future landscapes regarding ICT purchasing & technological innovation.
* Working with technical experts to develop high quality & effective specifications.
* Realising savings through effective supplier & contract negotiations.
Knowledge, skills & experience You should have extensive experience in/of:
* ICT supply chain procurement in a commercial setting,
* Be MCIPs qualified,
* Background in high value, high risk procurements.
* Fully conversant in the UK Public Sector Contract Regulations 2015
* Demonstrate the ability to influence, at a range of levels, decision making processes, business case development & specification design in a way which embeds key commercial considerations.
* Comprehensive procurement & contract management knowledge & experience, with industry insight particularly in relation to ICT purchasing & technological innovations,
* ICT investment & strategic contract reviews.
* Contractual or financial environment (Financial, Procurement or Contract Management).
* Change management, implementing & delivering new working practices & policies, alongside significant cultural & structural change that deliver improved services for customers/service users in a more efficient way.
* Working with challenging supply chains & suppliers to deliver commercial change projects.
* Reviewing & critiquing complex commercial business cases for amendment/approval.

* Strong ability to manage, negotiate, communicate & influence a range of internal & external stakeholders, including experience of working with technical experts to develop high quality & effective specifications.
* Realising savings through effective supplier & contract negotiations.
* Commercial activity in a public sector setting & fully conversant in UK Public Sector Contract Regulations 2015.
* Detailed understanding of all relevant technologies & software applications with demonstrable experience of utilising these to improve efficiency & delivery.
* You will need to exercise satisfactory travel mobility.
It would be an advantage if you have experience of commercial activity in a public sector setting & can demonstrate the management of complex stakeholder networks & arrangements.
