Financial Accountant. Cornwall.

We need an interim Financial Accountant for our client in Cornwall to start ASAP for 3 months.

Job purpose: Overall responsibility for production of Statement of Accounts & other statutory financial returns. Provision of technical financial advice including Tax & VAT & interpretation of internal & external financial regulations & legislative requirements. Maintenance of financial accounts & Accounting Policies & Regulations. The role holder will also support the Assistant Head of Finance with ensuring that practices & procedures are in place for the financial management & control of the treasury & investments function, including external borrowing & investment.

Accountabilities:
Ensuring Annual Statutory Accounts are produced on time & are fully IFRS compliant.
Ensuring that new financial systems & related feeder systems possess appropriate functionality to ensure statutory reporting requirements can be met.
Maintaining the Chart of Accounts to corporate standards.
Providing VAT/Tax advice to ensure compliance with HMRC rules & regulations.
Providing technical advice on significant financial decisions that often have fundamental implications.
Interpreting present on forthcoming Accounting policy changes to understand impact on the council & promote awareness to key stakeholders.
Preparing, maintaining & promoting awareness of Financial Standards, Protocols & Regulations to ensure consistent application across the authority.
Advising & supporting staff to enable them to fulfil their roles fully with regards to financial stewardship & in particular financial reporting & governance.
Ensure the management of the cashflow & risk profile is undertaken in a prudent & cost effective manner.
Ensure that liaison takes place with external brokers & financial institutions to place investments & arrange borrowing ensuring best value.
Assist with the determination of borrowing controls, both statutory & non-statutory, & monitor throughout the year reporting any variations to Assistant Head of Finance.
Ensure that robust procedures are in place to monitor the credit worthiness of borrowers & ensure that staff comply with these procedures, & reporting to the Assistant Head of Finance, in order to minimise the risk of principal loss.
Ensure that effective control & analysis is in place to forecast the capital financing budget.

Skills:
CCAB Qualified with proven commercial post qualification experience.
Senior level experience in Finance Team or similar.
High level of adaptability & flexibility & the capability to learn & adapt to changing circumstances rapidly.
Has relevant experience of sensitively providing & enabling both high level & detailed financial advice, reflecting awareness of drivers & pressures of Services supported.
Understanding of IFRS & the CIPFA Code of Practice on Local Authority Accounting.
Proven track record in producing Statutory Accounts.
Knowledge & comprehension of the law, regulation & best practice in relation to local government financial management & financial accounting.
Strong ability to provide & enable financial advice in relation to accounting standards, options appraisal, & financial modelling.
Possess a commercial approach can be provided to financial considerations.
Experienced in using an ERP financial System & a wide range of financial feeder systems & has a high level of IT skills.
Proven ability to build & maintain relationships with all levels of staff.
Strong personal communication skills both verbal & written.
Analytical with the ability to communicate simply.
Sound knowledge & understanding of best practice relating to provision of Treasury Services.
Competent understanding of investment products & money markets.
