Outsourcing Manager

Description

We are looking for a Spanish speaking Outsourcing Manager based in Central America for 12 months extendable contract

Requirements
Manage the establishment and fulfilment of commercial contracts between its local engineering subcontractors. (Terms and conditions and prices)
Create and release Purchase Orders according to project requirements.
Monitor and enforce the efficient and fluid execution of the subcontracted works.
Problem solving and support in the negotiation process between departments and the subcontracted engineering companies; (ie: project delays, payments and/or lack of resources to finish tasks)
Look for cost reduction strategies, analyze different quotes and asses the cost-benefit scenario
Match and coordinate project requirements with the appropriate subcontractor.
Look for new subcontractors and certify them according to the company´s' policies and requirements.
Serve as mediator-translator (English-Spanish) in meetings and other communication channels.
Report to the national Outsourcing Manager, Project manager and Post Sales Deputy Manager.
Investigate and accept or reject quotes from providers, code and sign invoices and process them through the company´s finance system.
Support in the planning for the operational budget of each Project phase; analyze and report the costs of subcontracting.
Keep informed of the technical requirements of the project, through site visits, text research and online courses.
Assist in the quality control assessments given to the subcontractors on the field.
Analysis, creation and maintenance of project records and commercial relationships.
Search and interview new subcontracted members of staff and keep records for all the already subcontracted staff. (Attendance, payments, development and grievances)

Professional Profile requirements:
University degree in the field of Telecommunication Engineering, Business Administration, Communications, Logistics, Human Resource
One and half years' experience in managing providers & reviewing service contracts
High level of spoken and written English
