IT Portfolio/Programme Manager - Cornwall - Immediate start
Square One are looking for a IT Portfolio/Programme Manager to come on board for a 6 month contract based in Cornwall.
The IS Portfolio/Programme Manager is a senior IT role which works closely with the IT Transformation Manager. The role is responsible for understanding the business demand for change, managing the development of solution design options and implementing the changes. The role holder will lead change from the front and facilitate the organisation to develop a culture of innovation and excellence in public service.
As a structured technology and business thinker this role helps drive change and innovation, supporting directorates, elected members and partners in determining the opportunities, practical options and organisational implications of IT.
The role holder is responsible for continuing to develop the governance of change using programme and project management best practice, owning and reviewing the programme and project management function and associated processes in the team and across other services in IS. Leading, managing and developing the PMO and Project Management team to ensure a quality and proactive project management input is maintained across all change projects. To act as the Programme Manager to oversee significant or high risk corporate programmes and projects.
This role is key in overseeing, managing and leveraging the entire life cycle of IT investments in infrastructure and systems, from defining and targeting the investment mix, to planning the portfolio structure, packaging and communicating the portfolio plan, and tracking and measuring results.
The role holder will act as a champion and change agent in leading the organisational changes required to create and sustain enterprise digital capabilities. Contributing to the development of a positive organisational culture will be a key part of this role, aligning our People to the needs of the business to improve service delivery.
- Lead the Portfolio Management Office team to define, plan, resource and manage the delivery of a complex portfolio of change across all service areas, aligned with plans and priorities.
- Establish effective operation and governance of IT change through the Customer and Information Board to plan delivery and prioritise resources for all IT change across the business.
- Continually develop and enhance the Project Management process for both agile and waterfall projects achieving external recognition of the standard achieved.
- Identify risks to delivery of the outcomes and benefits, actioning mitigating actions.
- Provide professional leadership to the pool of project managers, developing a change management capability to meet business needs.
This is a 6 month contract role starting immediately based in Cornwall.
