Description

IFRS Accountant with 5 years experience with Local Government Accountant, Ensuring the Annual Statutory Accounts, including the Group consolidated accounts, and Annual Report are produced on time and are fully IFRS compliant to enable an unqualified audit opinion to be presented to the Audit Committee.

Ensuring that new financial systems and related feeder systems possess appropriate functionality to ensure statutory reporting requirements can be met.

Presenting the Statutory Accounts and key technical accounting issues to the Audit Committee.

Maintaining the Chart of Accounts to corporate standards and ensure ease of reporting for budget management and external reporting (eg FOIs). This will involve ensuring that any changes comply strictly to external standards and to the needs of the Council as a whole.

Providing high level VAT/Tax advice to ensure compliance with HMRC rules and regulations.

Providing technical advice on significant financial decisions that often have fundamental implications for the Council, such as the creation of the wholly owned companies, joint ventures and new commissioning arrangements. Advice includes taxation, compliance with law and regulations, accounting, control and process.

Interpreting present and forthcoming Accounting policy changes to understand impact on the council and promote awareness to key stakeholders.

Preparing, maintaining and promoting awareness of Financial Standards, Protocols and Regulations to ensure consistent application across the authority.

Advising and supporting elected members to enable them to fulfil their roles fully with regards to financial stewardship and in particular financial reporting and governance.

Ensure the management of the Council's cashflow and risk profile is undertaken in a prudent and cost effective manner to maximise investment returns and minimise borrowing costs.

Ensure that liaison takes place with external brokers and financial institutions to place investments and arrange borrowing ensuring best value for the Council.

Assist with the determination of borrowing controls, both statutory and non-statutory, and monitor throughout the year reporting any variations to Assistant Head of Finance.

Ensure that robust procedures are in place to monitor the credit worthiness of borrowers and ensure that staff comply with these procedures, and reporting to the Assistant Head of Finance, in order to minimise the risk of principal loss to the Council.

Ensure that effective control and analysis is in place to forecast the capital financing budget.

Travel is expected with the role and is fully expensed.
