Job Role: Proposal Analyst

Location: Hampshire

Type: Contract

Duration: 3 months

Salary/Rate: £35 - £40 Per Hour

Start Date: ASAP

Clearance: SC Clearance

Proposal Analyst - Contract - Hampshire - £35 - £40 Per Hour

Key Responsibilities:

  • Lead the development, compilation, submission and agreement of proposals
  • Establish a schedule for proposals within which proposal activities can be identified, linked and planned through until contract award
  • Ensure that requirements are defined, reviewed, documented, baselined and controlled in terms of:
    • Work Breakdown Structure (WBS)/Organisational Breakdown Structure (OBS) (EWBS), Programme schedule, specs and Statements of Work (SOWs)/Programme Management Plans (PMPs)
  • Ensure risks are reviewed and supplier level across both system and subsystem levels
  • Ensure that budgeting ground rules are defined and promulgated to all areas of the business and suppliers for impact assessment
  • Ensure export controls are factored into a proposed new business venture
  • Obtain and consolidate internal and supplier inputs and review for accuracy
  • Ensure that budgeting inputs are compiled using the appropriate budgeting tool
  • Obtain approval for submission and negotiation of the proposal
  • Responsible for ensuring proposal procedures are documented, maintained, improved and promulgated across the business
  • Provide input for the proposal preparation requirements to all proposals in terms of Basis of Estimates (BOEs) and plans for the activities to be carried out
  • Compile, maintain and update the proposals database to reflect the latest status for all proposals
  • Manage performance against proposal schedule and associated budget, ensuring delivery within required timescale and cost
  • Report proposal status to senior management as required
  • Provide support to other Proposal Managers as required for activities described above
  • Support the business in terms of providing proposal data to clarify BOEs for the performance

Required Skills, Qualifications and Experience:

  • Experience of working with US regimes of export and import compliance when drafting proposals and have an understanding of the rules required to supply goods to a customer under both UK and US legislation
  • Understanding of the programme environment - all phases of a project life cycle from pursuit through proposal submission, transition to contract, programme performance, support & sustainment and on to disposal
  • Enthusiastic and committed, have the level of interpersonal skills required to work within a dynamic team environment and be capable of motivating and leading staff
  • The role involves working to challenging timescales; therefore must be capable of operating within this demanding environment, whilst maintaining the respect of the team
  • The Proposal Manager will be a confident self-starter who can perform without day to day direction, capable of innovation and lateral thinking, with strong analytical skills, practical and decisive encounter management with the ability to listen and determine the smart way forward
  • Have a "can do" attitude with the ability to be energetic and enthusiastic at all times.
  • Inspire the Proposal Team through lateral thinking and professional competence
  • Able to develop, or facilitate the development of, solutions to complex problems which require the regular use of ingenuity and innovation
  • Experience of working with enterprise management systems
  • Experienced in the use of Microsoft® Project & other desktop tools
  • Knowledge of the Value Proposition approach
  • Ability to create proposal artefacts from first principles using storyboard techniques and graphics
  • Experience of facilitating solutions with customers/suppliers
  • Understands and wisely applies business and proposal principles
  • Experience of product life cycle from conception, proposal, design through to implementation and support

Desired Skills, Qualifications and Experience:

  • Experience of working with US Defence Articles and the International Traffic in Arms Regulations
  • Experience of Proposals and ideally Programme Management experience. Pulling everyone together on proposal team, documenting proposals, making sure proposals hit required time frames
