STATEMENT OF JOB PURPOSE

To provide a high quality Payroll service as part of the Human Resources Shared Service Centre, ensuring that we deliver a reliable, accurate, timely payroll service to employees and managers.

Payroll for Epsom, Rochester and Canterbury campuses will be undertaken from the HR office on the Farnham campus.

The HR Shared Services team covers HR Administration, Recruitment and Payroll. Payroll Administrators may need to support other specialist roles (eg Recruitment, Salary Administration and HR Administration) from time to time.

The Senior Payroll Administrator sets work priorities for the Payroll Administrators (currently two)

MAIN DUTIES

Payroll Management

  • Second line advice for employee payroll enquiries, HR payroll requests and escalation point for payroll administrators in the areas of payroll process, policy and pensions.
  • Responsible for identifying and calculating over or under payments and providing details to HRBP/Advisor or liaise with individual as appropriate.
  • Conducting spot checks on payroll input and monthly reconciliation.
  • Managing data quality in payroll to ensure the correct payments and deductions are made.
  • Workload management including directing the team on the priority of tasks.
  • Coaching payroll administrators in payroll procedure, policy and best practice.
  • Work proactively with other departments including Finance teams, HR Administrators, HR Advisors to resolve queries, clarify issues, etc.

Pensions

  • Advise Payroll administrators on application of TPS/LGPS pension rules and administration.
  • Reconciliation of monthly pension contributions.
  • Resolve complex pension queries both within the HR team and directly in liaison with employees.
  • Manage the administration of the annual pension return process.

Payroll Adminstration

  • Undertake administration in relation to the full payroll and pensions scope to high standards of accuracy and timeliness.
  • Ensuring paperwork for payroll payments/new starters is correct and relevant taking into account employment law and tax legislation.
  • Ensure records of new starters and relevant paperwork is processed on the Payroll system.
  • Investigate tax, NI & pension status and to approach the relevant bodies (HMRC, TPS, LGPS, etc.) as necessary.
  • Following notification of a leaver, ensure correct final payment and issue form P45
  • Responsible for implementing changes in salary in liaison with appropriate stakeholders including HR Administrators and HR Advisers.

Data and Processes

  • Update information into the relevant systems ensuing the data is up to date and consistent.
  • Audit of current Payroll and HR databases to ensure consistency.
  • Ensure that all HR documentation and employee data is handled confidentiality at all times.
  • Comply with the requirements of the Data Protection Act, HMRC, pension schemes and all relevant policies and procedures.

Document Management

  • Ensure that all documents processed in Payroll are stored appropriately
  • Ensure the retention and destruction of files in accordance with the retention policy.

Projects

  • Undertake project work as required including reviewing of processes, refining our use of existing and potential new systems.
