JOB DESCRIPTION
Position Title: Consultant - OpenSource QGIS Specialist
Duty station: Rome
Period of assignment: May month initially, with possibility of extension based on performance and budget availability)
Organizational context
The Information Technology Division (ICT) is responsible for providing information technology solutions and services to support the operations of our Client and to ensure that, in fighting rural poverty, our Client makes the most effective use of Information and Communications Technology tools and services. An important element of our Client's work and a specific requirement for our 3 year strategic plan is the provision of updated information systems that enable operational activities. In this context, a key component is the enrichment of information platforms on using consolidated corporate data, including the use of Geographic Information Systems (GIS) and related datasets to visualize the spatial context of our Client interventions and understand and monitor landscape use for effective project design. As a first step in this process, a number of existing, recently developed our Client systems would greatly benefit from leveraging such existing or available mapping data which currently reside in different sources, with the aim of establishing a more streamlined, corporate method for leveraging spatial information to all relevant tools and reports. A specialist on OpenSource GIS software with hands-on experience in business use-cases for mapping tools within the our Client context (Agricultural Development) is needed in order to provide a guideline on how to implement a correct GIS ecosystem using OpenSource technologies. This initial phase of work may be potentially followed up by subsequent stages, in collaboration with other our Client internal actors.
Duties and responsibilities
Under the supervision of the ICT Solutions Coordinator, ICT, and the project manager, the incumbent will support ICT in the following tasks:
- Develop a proof of concept based on but not restricted to QGis, QGis Server and Geonode that allows Back End management of Geo Data at Region, Country and Project level and Front End integration with any existing or new portal.
- Re-implement client Country Pages using a Geo-enabled map to allow drill down to project level within countries
- Develop project level mapping for IFAD.ORG
- Any other duties related to FIS functionality as required.
Qualification and experience
- Proven experience in the area with at least 3 years of work experience in GeoData or related is required.
- Proven experience in QGis and QGis server at advanced user level.
- Proven Experience of Geonode
- Strong understanding and experience in the development landscape and agriculture, in line with IFAD's mandate
- Experience of both designing and executing GIS solutions from business requirements.
- Experience on integrating GIS datasources with metadata datasources.
- Ability to effectively document such projects for enabling corporate adoption and process discipline.
- Good skills for map production and presentation.
