NATO/NCIA/BRUSSELS/COMMERCIAL MANAGER/CONTRACTS/PROCUREMENT/SC/NATO SECRET/6MONTHS

Location - Brussels

Duration - 6 months (initially)

Clearance - SC/NATO Secret

Rate - Competitive Hourly

Introduction
This is an urgent request for an independent and highly experienced Contract Specialist.

Skills, knowledge, experience required

*Extensive knowledge of international contracting matured in either an international environment or at national level
*Sound knowledge of C4ISR and IT acquisition practices to include implementation and service outsourcing contracts
*Ability to work independently in a high pace environment
*Sound business judgment
*Extensive contract administration experience coupled with significant contract competition practices background
*Knowledge of contract finance management principles
*Ability to write business correspondence in English
*Proficiency with office software tools to include MS Office Suites
*Knowledge of project management basic principles and practices
*Ability to work independently
*Willingness to contribute to integrated team work

Other Requirements:

*Fluency in spoken and written English
*NATO Secret Clearance or UK SC
*Nationality of one of the NATO member nations

Duties/Roles

*Leading all contractual matters in the competitive bidding process including issuing Notification of Intent to Invite for Bids, establishment of "Bidders' Lists", drafting, coordination and release of Invitation for Bids (IFB), evaluation of contractual content of bids, pre-negotiation discussions and contract award in accordance with the NATO and Agency's procurement procedures;
*Ensuring a sole source justification is obtained for sole source contracts, ensuring adequate cost and pricing information is provided and analysed, negotiating a fair and reasonable price, and for establishing a contract in accordance with Agency procedures;
*Coordinating and liaising with contractors to ensure compliance and timely performance of contract tasks;
*Performing contract management and administration tasks including processing changes and amendments, assisting with the settlement of claims and termination actions;
*Providing high quality and timely contribution to ACQ and NCI Agency reporting;
*Keeping the Principal Contracting Officer informed of problems and concerns;
*Perform liaising and coordination duties vis a vis Project Manager in the context of contractor performance under specific project.
*Perform negotiation on contracts relating to system development and IT in general
*Attend meetings on contractual topics and provide advice to Project Managers
