Description
An exciting opportunity has arisen for an experienced Senior Procurement Manager to work within Central Government on a contract basis. This position is based in London, initially until August 2017, offering up to £400 per day umbrella company.
Main Duties:
Undertake procurement activities ensuring they are delivered to the highest standards in line with appropriate policies and legislation
Operate in a team that is commercially orientated and delivers best practice throughout an effective and efficient procurement service, which will seek continual improvements
Act as an expert on all aspects of procurement for internal NEL CSU and external commissioning clients (NHS England, CCGs, other customers as required)
Ensure that service development priorities, service specifications and quality standards are adequately described in tender documentation, and that arrangements for detailed and proactive performance management are in place
Advise senior stakeholders on, and preparation for undertaking supplier bid evaluation processes
Assist NEL CSU stakeholders with the production of PQQ and tender responses for business opportunities
Ensure the provision of appropriate, high quality and up to date advice and guidance, and hands on procurement activities to their business communities and individual stakeholders
Action cost-saving opportunities as agreed with clients against their annual procurement pipelines and specific individual project targets
Advise on the optimum procurement option for and within each category of clinical and non-clinical service
Work with NEL CSU colleagues and client stakeholders to support the drafting of project plans to meet the needs of the overall project, to cover all dates
Essential Experience:
Extensive specialist knowledge of procurement acquired through post graduate diploma
CIPS qualified plus further specialist knowledge or experience to masters level equivalent
Understanding of and the application of EU/UK procurement legislation in procurement activities
Have a good understanding of the NHS (Procurement, Patient Choice and Competition) Regulations 2013
Have a good understanding of English contract law
Raise the profile and awareness of procurement with clients
Ensure that key supplier and internal customer relationships are maintained to a high standard
