Role Description

The Information Services Strategy, Workforce and Consulting Services team has a requirement for a Workforce Leader to augment the current team providing people management and change leadership services. The team is organised by IT. discipline (PMs/Architects/Analysts/Developers). The Workforce Leader has responsibility for managing people and providing resources to support the short and long term needs of the organisation. The person we are looking for will have excellent hands-on people management and leadership skills. He/she will be a people person', an excellent communicator with a real interest in, and experience of, supporting people through a major organisational change.

This person will also work as the People Change Leader and will be a member of the organisation's People Change Management and Development team representing the I.S. point of view within the Systems Transformation Programme

The person we are looking for will;

Direct staff management is a must as well as an operational background.

Specific Duties:

(50%) People management responsibilities for a team of up to 20 individuals;

  • Recruitment and Retention of Staff and Contractors. Work closely with approved external vendors to contract high quality external staff to augment internal staff as required.
  • Objective Setting, Performance Management, and Career Progression for Staff.
  • Matching work assignments to staff skills or developmental opportunities. Balancing work demand and resource supply to ensure maximum utilisation of people
  • Ensure critical operational systems and processes are maintained up to date, for example, Supply/Demand system, Staff and Contractor on-boarding processes, Coretime system, Performance Management System etc.
  • Own operating budget and staff compensation for the team
  • Active member/contributor to the CLE I.S. Management Team
  • Establish and maintain excellent working relationships with the teams you manage, and the wider stakeholder group in order to get things done
  • Advocate for the people point of view at senior leadership meetings

(50%) The client has embarked on a large business and systems transformation project (core system replacement). We require a People Change Leader to represent I.S. on the Change Workstream within this programme.

The key duties are;

  • Work with the Change Management Delivery Lead to apply and support a structured change management approach for the people side of change
  • Support and implement the selected methodology for managing change (ADKAR)
  • Identify potential people side risks and anticipated points of resistance, and develop specific plans to mitigate or address the concerns
  • Support the I.S. teams to manage the change for the staff within the organisation including communications, coaching, education, awareness, training and resistance management plans.

Essential Skills and Experience:

  • Recent experience in hands-on People Management/Team lead roles with proven excellent people management skills
  • Experience with setting personal objectives and doing performance appraisals
  • Experience of recruiting both permanent and contract staff
  • Planning, organising, and controlling people resources, and providing solutions for resource conflicts.
  • Experience in coaching and mentoring IT staff
  • Experience in working collaboratively to build and maintain trusted working relationships with senior stakeholders and internal Leadership teams
  • Experience with major organisational change programme (methodologies/processes)
  • Skilled in managing resistance to change
  • An experienced Influencer and supporter of Change
  • Understanding and experience of managing direct reports through a major organisational change programme
  • A background in IT. - experience working as a technical team lead
  • Excellent verbal and written communication skills at all levels from Executive to Team level.
  • Creation and management of budgets.

Desired Skills and Experience:

  • Working in a Matrix organisation where you don't necessarily manage the day to day work of the people reporting to you
  • Experience with developing organisational design strategies and plans
  • Experience managing non-IT projects.
