Service Director/Contract/3 months/Law/Audit/Strategy

Spring Technology is currently recruiting for a Service Director to work with our client in Cornwell, Truro. This is a 3 month contract role, starting on 26th June 2017 and ending 18th September 2017. The successful candidate will develop and lead an assurance service for the client and to ensure that the client has a democratic process which ensures well informed legally sound decisions.

As a Service Director you will be:

*Leading a proactive Internal Audit Service that adds value to the client and provides sound assurance to the Chief Operating Officer.
*To develop and maintain an effective relationship with the clients External Auditors to ensure that they continue to rely on the work of Internal Audit as part of their assessment of the clients internal control environment.
*To oversee the exercising democratic functions ensuring they are fit for purpose and the changing environment of devolution and the national and European context.
*To lead a responsive legal and governance service that provides value for money and sound legal advice to the services.
*Oversee the delivery of European, national, regional and local elections and Individual Electoral Registration.
*To deliver regular assurance reports to the Chief Operating Officer
*To develop and maintain research activities to ensure that both the service and client is at the forefront of service provision.

Essential skills include:

*Relevant degree level qualification or equivalent and evidence of continuous professional development
*Successful and consistent achievement in the leadership of relevant functions at senior management level, within a local authority or other organisation of comparable scope and complexity
*Ability to articulate a clear vision and strategy for the service and how to improve and transform outcomes, and experience of translating policy and strategy into tangible outcomes for the benefit of customers/residents
*A proven record of successful change management, delivering new working policies and practices alongside significant cultural and structural change
*Proven experience of financial management including budget formulation, financial planning, monitoring and control, within tight financial limits in a complex organisation
*Demonstrates an up to date knowledge and understanding of the law, government policy and best practice in relation to the functions provided within the service
*Significant experience of giving advice to and building relationships with elected members and/or Board Members at the highest level
*Successful track record of achieving equality of opportunity in both employment and service delivery
*Membership of relevant professional body with and evidence of commitment to continuous professional development.
