DESCRIPTION:

  • Experience Delivering Complex Projects
    • Expertise in delivering large IT projects in a complex environment which involves several data centers, migrating Oracle Applications to Oracle Engineered Systems.
  • Change Management/Project Management Knowledge
    • Demonstrated ability to create comprehensive Implementation strategy, Integrated project plan, and managing risks;
    • Project management experience with IT solution projects involving multiple service providers and client groups
    • Experience leading process, tools and data migration projects
  • Communication, Planning & Organizational Skills
    • Demonstrated ability to establish and maintain effective relations with I&IT management and staff, clients and stakeholders
    • Demonstrated ability to provide clear and concise instructions and advice
    • Demonstrated ability to prepare reports and make presentations to various audiences
  • Experience with public sector implementations:
    • At least 5 years' experience with public sector or greater public sector business transformation projects.

The candidate will need to deliver the following:

  • Deliverable 1: Provide program management to the BI Modernization project, including lead and oversee the project strategy development and planning, develop and manage the project scope, identify project requirements and interdependencies among projects, manage change requests that impact project scope, schedule and budget, and ensure the update of related project documents/artefacts.
  • Deliverable 2: Develop and manage a project communication strategy and approach that includes communication to Executive Sponsor, Steering Committee, Management Committee, Project Director, and Project Stream Sponsors to communicate project plan status, benefits realization, project risks and issues. In addition, prepare and hold project kick-off meetings, project status meeting, monitor stream sponsor activities and conduct project lessons learned. Ensure open communication with the project team and stakeholders.
  • Deliverable 3: Create required project artifacts specified by the OPS Unified Project Management Methodology and OPS I&IT Standards and best practices. These artifacts include but are not limited to:
    • Integrated project plan
    • Project charter
    • Regular project status reports
    • Risk logs and risk mitigation strategies
    • Issue logs and issue resolutions
    • Change requests and decisions relating to resolution of the requests
    • Contingency strategies and plans
    • Communication and strategy plan
  • Deliverable 4: Create and manage the integrated project plan and completion of project deliverables to approved project budgets and schedules, considering but not limited to:
    • Requirements
    • Project inter-dependencies
    • Resource capacity
    • Financials
    • Scope
    • SDLC activities
    • Infrastructure hosting
    • Risk
    • Develop plans to manage activities and ensure controls are in place to complete the project deliverables within financial targets.
  • Deliverable 5: Identify and manage of potential risk events and issues before they occur so that proper mitigating strategies can be developed. Manage the prioritization of risks and issues along with mitigation strategies. Present of issues, risks and mitigation strategies to senior project decision makers.
  • Deliverable 6: Oversee and ensure Information Technology Services (ITS) related project deliverables and activities are completed as per schedule. Manage ITS changes that impact project scope, schedule and budget, ensuring the update of related project documents/artifacts.
  • Deliverable 7: Coordinate project partners' deliverables and activities, such as testing, communication, resources availability, and etc.
  • Deliverable 8: Prepare and execute cut-over activities in conjunction with BASS team and project partners.
  • Deliverable 9: Develop a support model agreement and create the required process and procedures to implement Managed Services, an infrastructure hosting services solution in partnership with ITS, EFSB, and third party vendor(s).
  • Deliverable 10: Assures the creation, existence, quality, approvals and accuracy of necessary project related documentation and artifacts including, but not limited to, presentation, lessons learned, financials, architecture, requirements, close-out reports, status report, and etc., are properly stored and managed.
