He or she should be capable of designing data flows and data integration work packages and explaining best practice and thought leadership to development teams.
These need to be IBM Infosphere experts (in particular DataStage). Their role will be to design data flows, integration capability and understand how the overall data flow for a particular data source will work and be executed.
