Description

We are seeking experienced Security Cleared (SC) Finance Data Analyst who will be based at the Supreme Headquarters Allied Powers Europe (SHAPE) complex in Mons, Belgium.

Day to day duties will include:

To protect the legal interests of SHAPE ACO (Allied Command Operations) and to contribute to the work of SHAPE Special Litigation and Investigation Team (SPL) by providing financial data analysis support to the SPL Head and carry out tasks including, but not limited to:

  • Analyse large data sets of invoices, orders and payments, and reconcile with past reporting outputs.
  • Analyse litigation cases, submissions and exhibits.
  • In cooperation with legal experts, define the evidence collection strategy in terms of resources, methodology and tools.
  • Oversee data collection and data analysis projects, perform Quality Assurance and ensure adherence to deadlines and deliverables.
  • Gather relevant information from a variety of sources and file formats.
  • Collect, organise, analyse, and disseminate significant amounts of information with attention to detail and accuracy.
  • Apply ingenuity and persistence to obtain case information not readily available;
  • Obtain, analyse and evaluate financial and accounting data, such as financial reports, financial journals and bank statements.
  • Query and mine large data sets to discover transaction patterns, examine financial data and filter for targeted information using analytic methodologies to proactively identify fraudulent or non-compliant transactions.
  • Work with other branches, Headquarters and other parties to ensure the integrity, availability and completeness of information required in the context of the litigation projects.
  • Act as an objective source of independent advice to ensure validity, legality and goal achievement of the evidence collection and evidence assessment.
  • Create and deliver briefings, memos, reports and conclusions to provide contextual analysis to NATO Command, agencies and other related parties.
  • Coordinate on a daily basis with other NATO bodies as required.
  • Liaise with the nations for regular updates as well as individual coordination when appropriate.
  • Follow data classification, data management and confidentiality policies to safeguard litigation data and information.
  • Participate in Administrative Boards of Inquiry and other administrative procedures.
  • Organize exhibits, documents, evidence, briefs and appendices.
  • Prepare files/exhibits/reports and participate in Court hearings and/or defence of the Organisation, as appropriate.


Essential skills:

  • Experience in collecting, assessing, organising and controlling evidences for audit, compliance or legal matters;
  • Training and/or experience with statistical packages for analysing large datasets (Excel, ACL, IDEA, SAS etc);
  • Experience in preparing management reports, research papers, point papers, project status reports and findings and recommendations reports;
  • University degree in accounting, finance, business administration or related field or higher secondary education combined with intermediate-level vocational training or fields related to the duties of the position.
  • English (Listening, Speaking, Reading and Writing): The work both oral and written in the post and in the Headquarter as a whole is conducted mainly in English.

Due to the nature of the project, the successful candidate will have a valid SC Clearance or willing to undergo.
