Job Title: Senior Acute Management Accountant

Location: Waterloo, London

Employment Type: Contract

Pay Rate: £500 per day

Job Description

  • Lead in the detailed reporting of acute sector financial performance against contract, including trend analysis and financial modelling.
  • This will involve financial planning, monitoring and performance management of commissioning activities to achieve the financial and service priorities.
  • The team's technical finance lead on the development of the payment by results (PbR) financial regime.
  • Finance support in the negotiation of hosted acute contracts including deputising when required.
  • Lead responsibility in all financial aspects of the negotiation of non-local acute contracts.
  • Support in the development and provision of financial information in respect of the acute sector to support the delivery of annual and medium term service and financial plans.
  • Finance lead in the provision of timely and accurate practice level financial information.

Financial Strategy and Planning

  • Provide expert technical support to the finance leads in the negotiation, monitoring and performance management of local acute trusts.
  • Provision of financial advice to other finance teams and other department in London with regard to the Team's co-ordinating commissioning role in the negotiation of hosted contracts.
  • To provide input to the costing, pricing and financial planning activity including supporting the development of accurate programme costs and benchmarks using available systems.
  • Responsibility to develop and implement agreed resource allocation and budget setting policies for practices related to acute services, including advising on appropriate pace of change methodologies.

Financial Reporting and Management

  • Lead in the development and delivery of all financial aspects of the monitoring of acute services agreements performance and other expenditure in written, numerical and graphical format, to feed into the Board reporting requirements.
  • Support to the finance leads in the development of financial forecasting models to predict full year performance of acute contract performance, including the impact of prior year performance, demand management initiatives, investment plans, demographic and disease prevalence changes.
  • To liaise with internal and external audit, ensuring that financial procedures and controls are adequate, updated and adhered to meet good practice, and that audit recommendations are implemented.
  • To support on-going work with the information teams in the further development of a claims management/performance validation function.

Skills

  • Ability to analyse and interpret highly complex financial and non-financial date in order to make judgments.
  • Advances ability to use Excel, Word, Powerpoint, Business Objects, databases (eg Access) and financial accounting packages.
  • Advise and constrain senior budget holders over financial issues.

Education & Qualifications

Qualified CCAB Accountant with significant experience in a senior position.

Experience & Abilities

  • Advanced knowledge of financial accounting procedures, financial and other aspects of legislation and finance policies.
  • Knowledge of and competence in the use of financial systems software including spread sheet skills and the ability to develop spread sheet models
  • Knowledge and understanding of the national Tariff Payment Systems (previously Payment by by Results) and commissioning.
  • Work autonomously guided by Financial Reporting Standard, Manual for Accounts and other policies with the ability to interpret them.
