Description

Our client is a major regulator who is looking for an experienced IT Procurement Manager.

This role is part of the IT procurement team, contributing to the overall strategy for IT procurement projects. You will act as key advisor on IT procurement matters to senior stakeholders, and interact with internal stakeholders up to Director level in connection with IT procurement projects and spend. You will deliver IT procurement projects and ensure that compliant processes are conducted, Value for Money is achieved and

business outcomes are delivered.

The role will be of interest to a procurement professional with extensive experience in delivering tender processes within the public sector, negotiating IT contracts, stakeholder management.

The key responsibilities of the post holder will be:

  • Deliver OJEU and Government Framework tender processes eg IT services re-tender, hosting agreements, software agreements
  • Define and implement the procurement strategy for IT projects, identifying cost saving and value adding initiatives
  • Take ownership as required of key vendor relationships and manage accounts effectively
  • Provide advice on the management of any disputes with key vendors
  • Advising stakeholders on sourcing options and commercial models for IT procurements
  • Ensuring Value for Money is achieved from IT procurement activity & risk is managed within the risk appetite
  • Ensuring compliance with best practice and the Public Contracts Regulations
  • Client education: increasing commercial awareness and understanding of procurement among the IT population
  • Contributing to the IT procurement team's capability, processes and client guidance to keep abreast of developments in the IT industry (eg cloud)
  • Understanding Procurement Strategy and policy, and ensuring compliance with policy through engagement with IT stakeholders
  • Promoting procurement, and contract management best practice to stakeholders, including presentations and relationship management with internal teams

Candidates must have:

  • Extensive experience in delivering end-to-end procurement processes for
  • IT projects or programmes within the public sector
  • Experience working within the Public Contracts Regulations (EU Procurement Directives) and delivering OJEU is essential
  • Public sector experience is essential
  • Extensive experience in negotiating contracts and renewals across IT spend categories, leading commercial negotiations and construction of commercial models, with demonstrated track record of achieving value for money and managing procurement risk.
  • Experience managing IT vendors with annual multi-million spends
