POSITION DUTIES

Develop, present and maintain a variety of cost estimates and price proposals for the NCI Agency and their clients to include support Operations and Maintenance estimates;

Work with project managers to develop life cycle cost estimates for future procurements using the appropriate cost and pricing models;

Work closely with project managers and financial staff to estimate the NCI Agency's project services costs for future acquisitions using the appropriate cost and pricing models;

Develop and maintain cost and pricing templates for price proposals;

Assist in preparing and reviewing pricing instructions for Invitations for Bid (IFBs);

Conduct cost and price analysis of competitive and non-competitive bids for supplies and services offered to the Agency;

Develop Cost Estimating Relationships (CER) and metrics;

Review and propose improvements to current business processes and policies related to Life Cycle Cost estimation;

Assist in establishing Life Cycle Cost Estimating (LCCE) policies and processes;

Provide guidance and training to NCI Agency staff on cost estimation methods and techniques;

Perform any other related duties as may be required.

BASIC QUALIFICATIONS

Bachelor's degree in a relevant field (eg mathematics, business, economics, engineering, Information Technology), or equivalent education from a recognised military academy or institute, supplemented by relevant postgraduate qualifications or certification;

Minimum of 8 years of relevant experience in Life Cycle Cost Estimating within the Federal Government, Defence, or IT sectors;

Proven ability to communicate effectively orally and in writing with good briefing skills;

Experience with developing LCCE policies and processes;

Experience with rough order of magnitude, budgeting, definitive estimates, and other life cycle cost estimating techniques;

Experience in working with different types of cost data required to develop cost models for acquisition programs;

Experience in identifying, selecting, and analysing cost and programmatic data from various sources to support cost estimates and price proposals;

Ability to effectively document and defend estimate methodologies;

Dedication to delivering high-quality products under tight timelines and competing demands;

Must be an analytical thinker with ability to communicate results and issues to individuals and groups with varying backgrounds and perspectives;

Demonstrated proficiency in English as defined in STANAG ) or demonstrate native English speaker background;

Strong expertise in Microsoft Excel; demonstrated working level knowledge with other MS Office tools (Outlook, Word, PowerPoint, SharePoint);

Ability to perform at a high level working independently and within a dynamic, multinational team environment.

Must be able to travel independently (possible 10-20% travel) to various NATO locations. No travel to war/high risk areas is expected.

PREFFERED QUALIFICATIONS

A Master's Degree in a related field and additional experience are highly desired.

Prior experience in Function Point (FP) counting, preferably for defence in fields directly applicable to the projects and programmes of the Service Lines and Program Offices.

Experience with other FP counting methods such as Object Points, User Stories, COSMIC FP etc.

Knowledge of software cost estimating.

Knowledge of agile development project.

Knowledge of SEER Suite and ACE-IT tools

Knowledge of NATO procedures for programming, authorisation, acquisition, implementation, utilization and support of NATO common funded projects (NSIP).

The ability to develop and maintain a work schedule with multiple demands and priorities.
