Description

Commercial Assurance Manager in the Government Commercial Function to work within a team leading the implementation and deployment of key Spend Controls (Commercial and Consultancy). Your role will be to work within a team of Commercial Control Leads and Commercial Business Partners to both take direct responsibility to prepare advice for Ministers on how Commercial assurance through controls seeks to recognise, support and where necessary challenge operational commercial delivery at a transactional level and to contribute to supporting Departments to continuously improve.

The candidates we are looking for should be able to hit the ground running, have a background in public procurement, assurance or management of governance in complex environments. Joining a team that works well under pressure, you should assist in efforts to facilitate commercial decision making in Government, whilst being capable of providing constructive challenge in a partnership environment.

ROLE DESCRIPTION ACCOUNTABILITIES

Maintaining Spending controls in line with the Controls processes
Assessing individual spend control requests, reviewing each case against criteria and producing advice to management and then Ministers on how each will achieve value for money and highlights commercial capability
Working within the team to assist in improving commercial management information, forward planning, and commercial intelligence to assist in driving process and value efficiencies
Liaising at all levels and across Government Departments, delivering a consistent and valued approach to engagement with Departments to assist them in meeting Commercial Operating Standards
Supporting the team in monitoring departmental spend, and savings to include compliance reporting and resolution (escalation to senior leaders where necessary) applying initiative to resolve problems and working with management to triage (peer review) and deliver complex cases and managing relationships with major customers, suppliers or stakeholders.
Suggesting and implementing amendments as directed to existing processes and controls as required and in relation to new Assurance procedures, including supporting wider controls and outputs of Commercial Continuous Improvement.

CRITERIA/CHARACTERISTICS
Able to review complex information, make decisions and provide advice on business case requests, at pace
Ability to work efficiently in a high-pressured environment, undertake caseload/project management and deliver to strict deadlines and targets
Experience of successfully communicating strategic and/or commercial issues/feedback in meaningful ways to customers and stakeholders
Stakeholder management, engagement negotiation and influencing skills in a complex customer and supplier environment.

The role will be based in London, run for 6 months initial with a day rate of circa 350 (in scope of IR35).
