PROJECT OVERVIEW

In the absence of a standard application to manage participation and payments for school fees, support and need for a dedicated management module have increased significantly. This has resulted in schools requesting that the system be available for the 2018 school year.

The goal is to deliver a system that is dedicated to supporting schools in their management of fees and associated payments. Having the new system in place will significantly improve overall fee management.

The ability to manage these fees online will eliminate unnecessary manual administration and human error when handling and processing school based fees.

POSITION DESCRIPTION

Financial Strategy and Advice requires an Organisational Change Manager (OCM) to ensure change initiatives support the project's ability to meet objectives on time and on budget by increasing employee adoption and usage. The focus will be on cultural change, but will also include changes to business processes, systems and technology. The primary responsibility will be creating and implementing change management strategies and plans to minimise resistance and maximise employee adoption and usage. The OCM will drive adoption, higher ultimate use of, and proficiency with, the System and influence positive process changes within DET.

While the OCM may or may not have supervisory responsibility, the successful candidate will work with many stakeholders in the organisation. The OCM will coach senior leaders and executives to help them act as change sponsors. The OCM may also provide direct support and coaching to managers and supervisors at all levels as they in turn help their direct reports through transitions. The OCM will support the project team to integrate change management activities into project plans.

The OCM will engage with stakeholders across the department and state and will report to the Principal Project Manager within Finance Branch.

The OCM will be required to:

  • Apply a change management process and tools to create a strategy to support adoption of the changes required by the project
  • Design, development, delivery and management of communications
  • Conduct impact analyses, assess change readiness and identify stakeholders
  • Provide input, document requirements and support the design and delivery of training programs
  • Create actionable deliverables for the following change management levers:
    • Communications Plan
    • Sponsor Roadmap
    • Training Plan
    • Resistance Management Plan.
    • Post Implementation Support & Reinforcement Plan

Additional responsibilities may include:

  • Identify and manage anticipated resistance
  • Help to integrate change management activities into the project plan
  • Evaluate and ensure user readiness
  • Manage stakeholders
  • Define and measure success metrics and monitor change progress
  • Support change management at the organisational level.

REQUIRED SKILLS/EVALUATION CRITERIA

Essential requirements for this role are:

  • create the business readiness plan, taking into consideration IT deployment, data migration, capability deployment (training and engagement activities) and any business activities required to integrate new digital processes or jobs into the "business as usual" environment.
  • determine business users' readiness levels with regard to upcoming changes; uncover readiness gaps and create and implement action plans to close the gaps prior to going live.
  • provide transition support and change planning.
  • monitor and report progress on business readiness targets, business engagement activity, training design and deployment activities, key operational metrics and return to productivity measures.
  • define the series and sequence of activities to bring stakeholders to the required level of commitment, prior to going live.
  • identify specific measures and mechanisms to measure benefits, and activate these mechanisms at the required time.
  • monitor benefits against what was predicted in the business case and ensure that all participants are informed and involved throughout the change programme and fully prepared to exploit the new operational business environment once it is in place.
  • support senior management to ensure that all plans, work packages and deliverables align to the expected benefits and lead activities to realise the benefits of each part of the change programme.
  • developing implementation plans for complex requests for change.
  • evaluating risks to the integrity of service environment inherent in proposed implementations (including availability, performance, security and compliance of the business services impacted).
  • seeking authority for change activities, reviewing the effectiveness of change implementation, and suggesting improvements to organisational procedures governing change management.
  • Leading the assessment, analysis, development, documentation and implementation of changes based on requests for change.
  • identify the communications needs of each stakeholder group in conjunction with business owners and subject matter experts.
  • translate communications/stakeholder engagement strategies into specific tasks.
  • facilitate open communication and discussion between stakeholders, acting as a single point of contact by developing, maintaining and working to stakeholder engagement strategies and plans.
  • negotiate with stakeholders at senior levels, ensuring that organisational policy and strategies are adhered to.
  • provides informed feedback to assess and promote understanding.

Experience in:

  • specifying the content and structure of learning and development materials.
  • designing, creating, packaging, maintaining and managing development to deliver agreed outcomes.

Demonstrated success in managing organisational change.
This includes:

  • A solid understanding of how people go through a change and the change process
  • Experience and knowledge of change management principles, methodologies and tools
  • Exceptional communication skills, both written and verbal
  • Ability to clearly articulate messages to a variety of audiences
  • Ability to influence others and move toward a common vision or goal
  • Forward looking with a holistic approach
  • Able to work effectively at all levels in an organisation
  • Experience with large-scale organisational change efforts, including process and cultural change
