Senior Procurement Officer/Buyer - Contract - London - £300 to £350 per Day

CIPS, Public Sector, Security Cleared, EJEU

Key Skills:

  • Relevant experience working in a public sector organisation, ideally having managed procurement projects or worked in large commercial projects to set timescales and objectives.
  • Experience of applying EU procurement law and relevant UK legislation in undertaking procurement activities
  • Commercially aware and appreciates concepts of value for money, risks and reward and how these can be achieved through effective contract formulation
  • Experience of leading procurement workstreams to ensure on-time delivery of procurement milestones

Desirable Skills:

  • Experience of drafting commercial cases as part of the development of business cases and justification for major procurements.
  • Able to communicate high level procurement strategy to stakeholders/clients/suppliers.
  • Ideally qualified to or working towards CIPS Advanced Diploma in Purchasing and Supply (NQF level 5)

Key Responsibilities:

  • Develop and motivate staff
  • Set standards and priorities for the procurement team
  • Communicate business plans and ensure that individual/team objectives are aligned
  • Administer contract change requirements for approval
  • Take personal responsibility for resolving key issues
  • Involve and influence necessary departments and stakeholders to meet targets
  • Ensure that all programmes and projects deliver to time, cost and quality requirements and define, analyse and interpret financial data
  • Support the development and management of supply markets to meet the needs of the business area affected by this project
  • Ensuring the procurement is structured in a way that accesses the most appropriate markets and that suppliers have sufficient engagement for effective delivery
  • Ensure the delivery of the procurement in compliance with EU procurement law and other government policies and legislation by managing the end to end procurement process, leading specific procurement workstreams, setting activities, monitoring milestones and delivering to timescales (ensuring the use of e-souring tools when appropriate)
  • Support the development of procurement documentation including procurement/commercial strategies, contract(s), robust pricing mechanisms and performance indicators
  • Ensure that key financial, legal and commercial issues are considered in the development of procurement documentations and that business requirements are also translated into measurable assessment criteria with the contract
  • Undertake activities such as research, stakeholder engagement and evaluation to support the procurement
