Strategy, Policy and Performance Officer - Contract - East London

Candidates MUST have significant experience of working in Adults Social Care, Public Health or Community Safety policy. Ideally we are looking for someone who has experience of more than one. Must have experience of policy and strategy development.

MAIN PURPOSE OF THE JOB

  • Support continuous improvement in the Partnership through the development and implementation of local and national policies, key initiatives and projects and undertaking strategic planning and review.
  • Drive through the delivery of the key objectives for service improvement and value for money through implementing the Performance Management and Accountability framework and supporting business improvement activity.
  • To support the development and implementation of strategies, policies and plans to achieve Community Plan objectives and promote the principles of (tackling inequality, strengthening cohesion and building community leadership)
  • Develop strong and effective relationships with senior managers, partners (from the public, private and third sectors) and communities in order to communicate, negotiate on and influence the development of the role of the directorate in delivering it.

DUTIES & RESPONSIBILITIES

  • To support the development of strategies, policies and plans at a service, directorate and corporate level to achieve business objectives and promote the principles of tackling inequality, strengthening cohesion and building community leadership
  • To support strategic commissioning and ensure the engagement and involvement of stakeholders and customers during strategy development
  • To support the implementation of new policies or strategies throughout the organisation, with partner agencies or in the community.
  • To collate, undertake analysis and report on progress against action plans and performance measures to the Mayor, senior managers.
  • To manage performance in line with the Partnership's Performance Management and Accountability Framework working with Members, partners and senior managers to challenge and improve performance
  • To contribute to high quality improvement-focused reviews including those commissioned by Overview and Scrutiny committee and by the Performance Review Group
  • To support and develop key partnership structures and forums in ensuring the delivery of the Community Plan, and partnership priority projects and targets including working with partners, government departments and agencies, funders, third sector and the private sector
  • To co-ordinate and manage projects to deliver key directorate, priorities to further Plan priorities
  • To provide support, advice and guidance to managers on the use of business improvement techniques such as business process analysis and benchmarking
  • To provide advice and assistance on diversity, equality and cohesion including the implications of new legislation, changing service needs and demands and emerging community issues.
  • To maintain an up-to-date knowledge of current and emerging issues and good practice to inform future policy development and best practice and to provide support, advice and guidance to senior managers and partners on implementation of this good practice
  • To support the drive to improve value for money throughout the organisation
  • To provide high quality research and information support, including commissioning research, and presenting this either verbally or in writing
  • To ensure that equalities, diversity and cohesion are incorporated into business planning and service improvement plans and that the work of the service gives consideration to impact on communities and staff through the completion EQIAs and other relevant tools

Additional Duties and Responsibilities

  • To promote a positive image of local partners at local and national level, where required, attending and presenting at such conferences, seminars and working parties as may be required
  • To ensure that all duties and responsibilities are discharged in accordance with the Health and Safety at work policy
  • To participate in the performance management scheme, ensuring that performance standard/targets are set and met within the agreed time-scale
  • To comply with the Equal Opportunities Policy and assist with its development and promotion within the section
  • To undertake any other reasonable duty commensurate with the post as may be requested by your line manager
