Description

Financial Services Lead (NHS) - £250 a day via umbrella - London - 4 months initially

You will be responsible for reconciliation of control accounts, payroll and creditor payments, management of debtors, completion of VAT returns and pay overs of NI, PAYE and Superannuation. You will be responsible for coordinating quarterly 'Agreement of Balances' exercise with other NHS organisations for debtors/creditors and income/expenditure in line with national timetables. You will assist in the production of the annual accounts and supporting notes in accordance with accounting standards and timetables laid down by the Department of Health. You will have line management responsibility for the Financial Services Advisors and Financial Services Coordinators.

Financial Accounting
. To ensure that the financial ledgers are robust including the running of system reports and the clearance of all suspense codes promptly and accurately.
. Reconcile all control accounts regularly, promptly and accurately ensuring corrective action is taken in accordance with agreed timetables.
. To ensure that the 'soft and hard close' timescales are adhered to on a monthly basis in accordance with the SBS timetables.
. To assist in the production of the annual accounts with responsibility for specified notes, in accordance with accounting standards and timetables determined by DH.
. Co-ordinate the quarterly 'Agreement of Balances' exercise in line with the DH timetable.
. To prepare notes and working papers to support the completion of FIMS and other corporate/statutory returns
. Responsible for the review and pay over of National Insurance, PAYE and Superannuation (including GP Pension Cheques) within statutory timescales as well as submission of section 16 & 13 returns to HMRC and Superannuation Assurance returns.
. Responsible for liaison and monitoring with NHS SBS and payroll providers for salary overpayments
. Responsible for the completion and submission of VAT return to HMRC
. Responsibility for ensuring all sales invoices are authorised and raised in a timely manner and all debts are appropriately pursued, including referring debtors to debt collection agencies and monthly conference review calls with SBS

Cash Management
. To manage the cash flow, advising on cash ordering and preparing regular forecasts.
. To ensure optimum cash is drawn down from the DH on a monthly basis.
. To monitor and control performance against the cash limit allocations.
. To manage the daily funding of the bank accounts and the cash flow.
. To forecast the cash flow requirements to ensure the adequate availability of cash, both monthly and at year end.  Accounts Payable
. Act as the named contact for dealing with day to day queries with financial services providers on the AP ledger.
. To monitor and implement measures to improve the performance of the CCGs in achieving 'Better Payment Practice code' (BPPC) target of paying 95% of all creditors within 30 days.
. Review the benchmarking and intelligence data on a monthly basis to establish patterns of late authorisation and other issues impacting on the achievement of the BPPC.
. Produce monthly management information reports identifying all invoices over 3 months and number of invoices on hold.
. Review and authorise all payment runs, ensuring that there are sufficient funds in the bank accounts as well as prepare urgent payment requests for authorization.
Capital
. Update the capital programme spreadsheet, ensuring that copies of all orders and invoices are filed under the correct Project code.
. Run the depreciation report for the fixed asset system on a monthly basis and prepare the journal for both the depreciation charge and cost of capital
. Oversee the asset verification programme.
. Responsible for the maintenance and integrity of the fixed asset register ensuring it is updated for additions, disposals, depreciation and revaluations.
. To calculate the capital charge estimates in accordance with the Capital Accounting Manual and in line with the national timetable.
Corporate Governance
. To ensure the production and maintenance of financial procedures for all financial systems consistent with the Standing Financial Instructions and Orders.
. Responsible for the implementation of action plans and recommendations arising from financial system weaknesses identified by External or Internal Audit.
. Liaise with Internal and External Audit, providing information as required
