Daily rate: 625 EUROS per day

The objective of this mission is to ensure:

  • Provide support within the field of finance and budgetary execution, including support in any analysis, testing, documenting and supporting information systems, in close co-operation with relevant stakeholders inside the IT Unit as well external to the Unit such as Business Process Team or with representatives from the other ESIF DGs.
  • Support the Unit's Strategic Planning and Programming correspondent to participate in the preparation of the overall Unit reporting tasks in the scope of the DG's Strategic Planning and Programming Lifecycle (Annual Activity Report, Annual Management Plan and follow-up, Directorate Risk Register etc.)
  • In the scope of the PMO, support all the project management activities performed in the unit, such as: organisation of quality control, risk management, change management, recurrent PM2 reporting at the level of the unit projects, projects' planning activities based on Microsoft Project, preparation of the projects' Steering Committees, preparation of the Monthly and Annual Progress Reports
  • Provide analysis support to the internal Unit project regarding the migration and roll-out from the existing activities, of Unit's delivery management tool used in the unit - RTC to the corporate one based on JIRA, and assist in future evolution of such a tool
  • Analysis of need and requirements and business process modelling of the unit processes and their implementation via various customisation of MS Office tools (SharePoint, Excel, MS Project etc.) via scripts, macro, pivot table, queries etc.
  • Support the Head of Sector by assisting to the implementation of the project management methodology in the sector and in the unit activities related to IS, elaboration of project charters, related studies and assistance of change management and support to sector/project management.
  • Management requests/projects unforeseen in 2018 and coming from the hierarchy, related to analysis and management of the REGIO IS portfolio (quality assessments, risk analysis, cost benefit analysis, specific studies, technical evaluations, functional requirements analysis process analysis and business case/vision drafting).
  • Assist, if necessary, the Business modelling and functional requirement analysis for REGIO programming period 2 to be implemented in Wave as well as in the preparation of the future IT tool necessary for the implementation of the post 2020 Programming period.
  • All these activities require interactions with other IT teams as well as a strong participation in business and/or functional working groups, progress meetings and meetings with the stakeholders (IT and business).

Minimum a cumulated specific expertise of 5 years with some of the following:

  • Business analysis/modelling tools
  • Aris, Visio, modelling methodologies/languages (eg UML, BPMN), project/development methodologies (eg RUP, PM2) and  project management tools (eg MS Project) and >= 2 years change management tools (eg IBM RTC, ClearQuest, Jira).
  • Good knowledge of IT methodologies and frameworks (RUP, Agile, PM2, ITIL, CMMI);
  • Good knowledge of business modelling and related tools, such as and BPMN and ARIS platform;
  • Excellent/specific knowledge of IT project and change management tools (Rational Team Concert, MS Project, MS Excel, MS SharePoint);
  • In depth knowledge in Information Systems matters;
  • Very good knowledge of MS Office tools;
  • Ability to participate in multi-lingual meetings (French and English), excellent communicator;
  • Capability of working in an international/multicultural environment;
  • Strong capacity in writing and presenting studies;
  • Strong motivation, efficiency and devotion;
  • Strong proactive behaviour, and capacity to deliver on time and on
  • A very good knowledge of Regional Policy business and information systems is an additional asset
