Beacon Hill Technologies has a 1 year+ contract opportunity for an IT Program Manager.

Essential Job Functions

  • Stewards critical enterprise investments and driving the delivery of transformational change by providing leadership and direction to assigned program.
  • Provides leadership in helping to define and clarify the program's objectives, scope, and delivery strategies.
  • Works with stakeholders to identify business needs that should be addressed through the program. Positions project teams to fulfil these needs by providing high-level guidance with regard to scope, timetables, and desired benefits.
  • Ensures Design Governance is engaged when and where appropriate to understand options and impacts of design changes, and maintain alignment with enterprise objectives/roadmaps.
  • Works with Program Office resources to identify integration points and dependencies across projects. This includes the development of an integrated plan and the key dependencies across the program.
  • Evaluates the overall effectiveness of the program and develops recommendations jointly with stakeholders to promote higher benefit realization and cost containment.
  • Manages relationships, communications, and expectations with the program executive, steering committee, and/or other decision-makers. Helps ensure that key decision makers are involved in the appropriate aspects of the program and to the appropriate degree.
  • Develops communication material that spans individual projects in the program. Identifies and implements change management strategies and tactical plans that cross the organization's functional barriers.
  • Forecasts program benefits and costs, highlighting critical success factors, risks, and key assumptions.
  • Follows-up to ensure that project teams are meeting customer expectations. Monitors project acceptance.
  • Performs human capital management responsibilities. Manages priorities and workload distribution, and removes barriers that impede progress.
  • May be involved in staffing other key program roles through vendors and managing the vendors.
  • Provides management and oversight to the Program Resource Management function by prioritizing and directing the optimal assignment of resources to Program needs. Leverages the Program Office to gain access to the right mix of internal and contracted resources.
  • Supports the collection of lessons learned and knowledge management/transfer to ensure best practices and lessons learned are incorporated into future efforts.
  • Qualifications/Experience

  • 10 or more years of combined professional work experience in Information Technology and/or insurance/business.
  • 6 or more years of work related experience in a project management role and/or program management role including 3 years of work-related experience in program management delivering enterprise value.
  • Proven ability to lead and influence at all levels of an organization.
  • Proven ability to build and lead matrixed and cross-functional integrated teams.
  • Proven ability to direct and maximize the value of vendors to augment internal delivery capabilities.
  • Proven problem-solving, decision-making, and financial skills.
  • Demonstrated effective consultative and influencing approach.
  • Proven ability to utilize key information to make and execute critical/timely decisions throughout project timeline, including during times of resistance.
  • Demonstrated excellent interpersonal and communication skills with the proven ability to work effectively with all organizational levels.
