Description

The Challenge:

Our client, a Financial Services Company has several Change Initiatives taking place involving customer facing and Back End systems. As with all Financial Institutions, our client must adhere to regulatory requirements in respect of Financial Crime, and all systems (New and Old) must support the necessary checks to meet the regulatory requirements.

Job Summary:

The Financial Crime Project Specialistis responsible for advising the programmes on the scope of compliance and the relevant applicable regulation to be followed, ensuring that the programmes deliver regulatory compliant financial crime prevention systems and controls. The jobholder will act as both an FCC Change Leader and the Subject Matter Expert (SME) on UK Financial Crime Risk Management. The successful candidate will play the leading role in designing and implementing new, technologically advanced, Financial Crime systems and controls as part of the wider transformative change agenda. Subjects covered include but are not limited to Anti-Money Laundering (AML), Counter Terrorist Finance (CTF), Know your Customer (KYC) and Customer Due Diligence (CDD), Bribery and Corruption (ABAC), PEPs and Sanctions compliance.

Duties/Responsibilities:

Managing People

  • This is a project-focussed, ringfenced resource who advises and guides both strategic change programmes and the broader change portfolio. As such there are no direct reports expected, however, stakeholder management and influencing will be a key aspect of the role.

Communication/Relationships

  • Internal 90% - to include General Counsel and MLRO reporting, Change Programme Managers, Change Teams, Business Leaders, internal IT teams
  • External 10% - to include outsourced software manufacturers/teams, Regulatory bodies

Note: this ratio is estimated and may alter over time as the programmes progress.

Job Specific

  • Required to make risk-based Financial Crime compliance decisions and to select options. Will escalate when appropriate;
  • Systems understanding and FCC touch points;
  • Forward looking in terms of FCC platforms and technology;
  • Experienced in implementing FCC solutions and systems;
  • Problem resolution without compromising the requirements;
  • Act as both an FCC Change Leader and subject matter expert to engage across Business Change project teams;
  • Oversee and represent change within the FCC section for approval and audit;
  • Report to the General Counsel/Money Laundering Reporting Officer/regarding new and change controls, inputs and material change;
  • Make appropriate risk-based compliance decisions on behalf of the FCC section;
  • Extensive professional competence/experience to determine solutions around risk exposures, risk processes, risk monitoring and management;
  • Independent problem solving and analytical skills;
  • Ability to form effective relationships and achieve influence within the organization;
  • Capacity to form and articulate the case for risk management;
  • Capability of setting up FCC strategy and processes;
  • Ability to work to tight deadlines;
  • In depth Financial Crime prevention experience;
  • Significant experience in a high profile financial institution, including FCC and wider compliance experience, risk management frameworks, communication and managing FCC related processes.

Qualifications

  • Financial Crime Compliance qualifications

Knowledge, Skills and Experience

  • Over 10 years' experience in FCC;
  • Preferable experience as MLRO in FS firm;
  • Track record and experience of working at a senior level in a Financial Crime Team in the Financial Services sector;
  • Ability to interpret legal and regulatory requirements;
  • Ability to identify weaknesses in existing systems and processes and drive actions to Remedy as part of the projects;
  • Ability to apply a risk-based approach to making instant decisions on situations where there is no precedent;
  • Up to date knowledge and understanding of all relevant FCA Handbooks, Guidance, Rules and Financial Crime Legislation including the Money Laundering Regulations, Proceeds of Crime Act, Fraud Act, JMLSG requirements and any other legislative and regulatory requirements applicable to the Society;
  • In depth practical knowledge of operational aspects of combating financial crime;
  • Working knowledge of current FCA consultations, thematic reviews, guidance and occasional papers relating to topic;
  • A good knowledge of electronic systems and controls used to detect and prevent financial crime, especially new technologies in the area of EID&V;
  • Experience of working with key stakeholders to deliver transformative change in a fast paced and agile project environment;
  • Working across multiple projects simultaneously and playing a fundamental role on project governance committees;
  • Pragmatically work with the programme.
