My client based in Cardiff are urgently looking for an MCIPS IT Procurement manager to join the team on a contract basis until the end of 2018 initially. The suitable IT Procurement Manager will need experience with in-depth technical sourcing and vendor management knowledge to join the centralized ITS Sourcing Team.

The successful IT Procurement Manager will provide strategic solutions to a global organization to deliver the business objectives and will work closely with the team to manage transformational change of the function and continuously improve processes and systems.

Working with stakeholders to increase awareness around procurement and vendor management best practice the IT Procurement Manager will lead and manage the end to end procurement process for specified pieces of work, projects and/or categories.

Responsible to drive savings and ability to advise on strategic solutions to the business, the successful candidate will be self-motivated, capable of working independently and able to build relationships with multiple leadership levels.

Some European travel may be expected.

Job description and main responsibilities
*To support the ITS Sourcing, Procurement and Vendor Management Strategy, including contributing to the regular review and update of that Strategy, taking a leading role in their particular area of responsibility.
*To review and improve existing procurement procedures in ITS, with a particular view to ensuring those procedures are focused on efficiency, minimizing the transaction cost of procurement activity.
*To support the ITS Business Planning processes in relation to the contribution of procurement activities, particularly through working with managers to establish the required purchasing budgets.
*To review the IT supplier market as a means of monitoring and evaluating the performance of existing and potential suppliers.
*To lead negotiations with suppliers as appropriate and establish the best deals.
*To review contracts to ensure the best terms and conditions.
*To monitor the outcome of procurement activity to ensure the planned benefits were realized.
*Evaluation and due diligence of the supplier selection
*Negotiation of contract terms
*Managing vendor relationships including analysis of KPI's and ensuring renewals are in place and on the best terms.

Job requirements
*The successful candidate will have a proven track record with demonstrable successes in IT procurement, including tender exercises and outsourced services.
*The ability to negotiate requirements with requesters and terms and conditions with suppliers must be proven.
*An understanding of the specifics of IT procurement covering hardware, software, services, and outsourcing is required.
*The ability to manage and communicate with multinational teams is essential.
*Project Management skills are essential.
*Knowledgeable on and experience of negotiating contractual clauses for GDPR integrity
*Knowledgeable of procuring products and services for IFRS17
*Support the company in delivering future business transformation processes
*MCIPS (or equivalent) qualified
*Ability to negotiate effectively to deliver the desired outcome in an agile manner
*Experience of successfully managing change within an IT organization to instil best practice
*Proven success in leading a full end-to-end procurement cycle with evidence of managing a category, within an IT or Technical Procurement background
