Description

I am currently recruiting for a Category Manager to join a large Central Government organisation located in London. This will be a 6 month contract at a daily rate between £450 - £500. The ideal candidate will have security services and estate/construction experience. Due to the urgent need, only candidates with an active SC Clearance will be considered.

The role will encompass the following:

  • Analyse project objectives with professional colleagues in order to develop robust procurement strategies, risk analysis and procurement action plans.
  • Identify best value for money procurement sourcing routes to meet project objectives, in agreement with Programme Managers, Project Managers and the Senior Procurement Business Partner;
  • Mitigate risks by effective contractual provisions and supplier management;
  • To manage the tender process including the preparation of tender and contract documentation, to assist in the analysis and evaluation of submissions against the set criteria, undertake negotiations with suppliers and make recommendations to decision makers with regard to the final award of contract;
  • Undertake supplier debriefing and other associated duties;
  • Contribute where appropriate to clarify the way in which FCO Services can deliver goods and services from the supply chain internally and externally to their UK government customers and Wider Market (other country government customers), enabling appropriate business opportunities to be identified and prioritised;
  • Work with the Senior Procurement Business Partner and Contract Management Team to establish supplier performance management plans;
  • Co-ordinate the provision of regular activity reports and briefing to Senior Procurement Business Partner to ensure they are fully appraised on all project delivery and risk management decisions.
  • Stakeholder consultation, management and engagement;

Mandatory

  • Minimum 5+ years of Procurement experience
  • Knowledge of Public Procurement procedures;
  • Substantial demonstrated experience of managing below OJEU threshold procurement exercises and mini-competitions via government framework agreements ;
  • Ability to draft mini-competition and low value tender documents;
  • Able to manage simultaneously multiple procurements at various stages of completion;
  • Excellent time management with a can do' attitude;
  • Knowledge of e-tender tools (eg Bravo);
  • Excellent Customer/Stakeholder engagement skills;
  • Good team working abilities
  • Able to demonstrate financial and commercial acumen and recognise need for most economical advantageous offer rather than cheapest price;
  • Ability to persuade and influence;
  • IT literate in Excel, Word, PowerPoint and Project Management software.

Desirable

  • Experience of NEC3 contracts would be advantageous;
  • Experience of using Oracle applications;
