Commercial Manager - Leeds, London - Negotiable - 9 Months

Main purpose of job:

The Ministry of Justice (MoJ) serves the public by upholding the rule of law, and by delivering an efficient, fair, timely and effective justice system in which the public has confidence.

In partnership with an independent judiciary, we run the courts and tribunals service, helping individuals, businesses and families resolve their disputes.

We protect vulnerable members of society and children, and help to ensure victims of crime get justice.

We provide legal aid and advice for those cases where it is justified.

We develop policy on all aspects of law and justice, both domestically and internationally, helping to build a legal and rights framework that is clear and proportionate and that commands confidence around the world.

The Ministry of Justice is a major government department, at the heart of the justice system. Responsible for courts, prisons and probation services, we work to ensure sentences are served and offenders are given rehabilitation opportunities to become law-abiding citizens.

The Commercial and Contract Management Directorate manages over 1000 active contracts and spends £3.5bn a year and is crucial to the successful delivery of prison and court reform programmes. It provides procurement and contract management activities across a wide range of categories, ensuring value for money agreements are in place for wider MoJ staff to source goods and services from.

Prison Education Portfolio

Your specific responsibilities will involve you working on one of the most exciting new portfolio's of commercial work within the MoJ - Prison Education and Rehabilitation Services.

MOJ became responsible for the provision of OLASS in October 2016, transferring from the Department for Education (DfE) to MOJ as a result of a Machinery of Government change process. Concurrent with this (November 2016), the Secretary of State for Justice released a white paper detailing greater levels of autonomy for prison governors to hold them accountable for delivery of certain outcomes; offender education is viewed as central to the success of this new policy.

The Commercial team is leading the strategy and implementation for delivery of the next generation prison education services contracts. As part of this we have established a framework for Prison Education (PEF) and will be looking to complement this with an education Dynamic Purchasing System (DPS) for providers of more specific or niche education services outside of thecore offer. Call-off competitions to appoint suppliers' from the PEF will be conducted in three tranches between September 2018 and January 2019. Call-offs from the DPS framework will begin in September/October 2018.

You will work as a part of a small senior commercial team responsible for driving forward the commercial provisioning of these new arrangements.

This opportunity provides a great opportunity to learn new skills and knowledge whilst contributing to the delivery of a high profile programme aimed at significantly reducing future reoffending in our society.

Roles and responsibilities

Lead lot level call off procurements with responsibility for all commercial activity involved in these from the new Prison Education Framework.

Support prisons in using the new Dynamic Purchasing System. Managing a variety of call off procurements that deliver measurable value for customers.

Comply with all Departmental controls relating to commercial practice and otherwise, including strict adherence to delegated authorities, and ensure that staff do the same.

Support the operational contract managers to deliver and maintain their contract plans.

Engage with stakeholders to develop procurement strategy and capture requirements.

The post holder should ideally have experience of the following.

Procuring and/or managing high value, complex and important contracts in a complex environment;

Working with complex contractual, financial and legal constructs;

Managing relationships with stakeholders.
