Description

A government department in Canberra is seeking the services of a Senior Business Analyst/Project Manager.

The services will include and not be limited to:

  • Developing and deploying profiles to identify and refer border threats in the traveller and/or visa domains;
  • Interpreting and translating threat indicators into profiles within BRE, including close liaison with the Departments' intelligence analysts, visa processing officers, BIFC, SBC, ABF and other External agency partners to ensure threat indicators are translated into efficient and effective profiles;
  • Ongoing collaboration with stakeholders in regard to mission sets and how best to utilise rules to support effective outcomes;
  • Creating and completing accurate records in accordance with departmental Record Keeping policy;
  • Ongoing contribution to the development and improvement of BRE, and underlying data models;
  • Monitoring the status of the rule engine to ensure operability;
  • Monitoring the outcomes from the rule engine to ensure intent is met;
  • Monitoring and reviewing the actions taken against the profile matches to ensure effectiveness is achieved and maintained;
  • Producing and communicating profile documentation, basic reports and data extracts to relevant stakeholders;
  • Capturing and documenting system and business processes and contribute to development of educational and policy resources;
  • Contributing to profile governance processes and actively participate in governance communities of practice to manage the rule life cycle, including development, testing, deployment and review of profiles;
  • Contributing to discussion and development of rules development capability, including technology stacks;
  • Contributing to the discussion, development and enhancement of clearance, governance and match evaluation applications/processes.

Mandatory/Essential Criteria:

  • Strong analytical skills and an aptitude for working with data and numerical information;
  • Capacity to absorb technical information and a strong attention to detail;

Desirable Criteria:

  • Knowledge of SQL, Java or other programming languages is desirable;
  • Experience working in intelligence, profiling, targeting or threat/fraud identification is desirable;
  • Experience working with traveller or visa data, or similar experience with high volume transactional data would be an advantage;
  • Specialised skills and knowledge in the use of BRE can be developed on the job, but previous experience with BRE or IBM's ODM would be an advantage.

The client requires the candidate be an Australian Citizen and hold a valid Baseline clearance prior to commencement.
