Principal Development Management Officer - Havering, London Borough of Havering - £40 Per Hour

Experience:

The postholder must have extensive experience of dealing with the public and in particular, fostering and sustaining professional and effective working with business customers. They must be able to tailor communication styles including when dealing with politically sensitive and/or other Member related matters. They must have experience and a record of achievement in field(s) related to the relevant professional disciplines of the post. They must have strong experience of operational, technical and policy issues relevant to the area of work for this post conducted within a fast paced performance driven environment, and be able to demonstrably evidence particular knowledge, experience and ability in case management of a varying range and complexity of major proposals from pre-application stage through application processing and into implementation phases including conditions discharge, such that minimal supervision and guidance by line management is required. They must have advanced and effective negotiation skills.

They must have strong experience of handling customer queries and of writing medium to high complexity reports, correspondence, briefing notes and similar documentation giving operational technical, policy or strategic information. They must have experience of reporting and presenting to Committee, Forums, strategic groups or similar bodies and of working effectively with business customers, demonstrating an appreciation and good understanding of how business priorities and needs impact on the perception of Council service quality and reputation. They must have sound experience in using web related communication, communication initiatives and charters. They must be able to work with minimal supervision and effectively manage diverse workloads.

The postholder must demonstrate advanced technical experience in the field of development management, including application handling, processing and decision making. They must be able to handle policy issues confidently and in a business like manner and have sound technical experience in how to work effectively and professionally within statutory frameworks. They must have a good technical understanding of application performance regimes.

Qualifications:

The postholder must be educated to degree level in a professional discipline relevant to the post or be able to demonstrate equivalent experience at this level.

Working Circumstances:

To demonstrate an understanding of and commitment to Equalities and Diversity in both service delivery to the community, in relationships with colleagues and in employment practices.

The postholder must be able to work evenings/weekends on an occasional basis, own a current valid driving licence and have access to their own vehicle [or alternative vehicle arrangements] to carry out the activities associated with the post.

The postholder must possess a flexible approach to work, including 'hot desking' and different working patterns.

Demonstrate a flexible approach in the delivery of work within the service area. Consequently, the postholder may be required to perform duties not specifically identified in the job profile but which are in line with the general responsibilities of the post.

Additional information about the process

Main Purpose of the Job/Key Objectives:

To contribute effectively as a team member in exercising the planning control functions of the Service in accordance with statutory provisions, Council policy and procedures and performance regimes, focused on the effective case management of proposals for major development. This involves a range of application type and complexity including case management of applications in the major category of development. To provide senior level input to team work in terms of responsibility, knowledge and professional guidance and to support line management in the identification and implementation of business friendly working practices and processes. That includes acting as a lead officer for creating and implementing initiatives at service and directorate level designed to support and achieve service improvement.

Job Context:

1. The postholder reports to a Planning Team Leader.

2. The postholder has line management responsibility in a deputy capacity for the Planning Team Leader.

3. The postholder will occasionally be required to work outside standard office hours.

4. The postholder has no Financial/Resources responsibility.
