A SIAM Project Manager is required to deliver seamless transfer of services from incumbent to new service provider and ensure all operational activities to exit from incumbent are completed to plan
Role/Deliverable's:
During Procurement/lead up to Contract Award:
- Manage discussions with incumbent on Exit (Service Transfer) Plan, ensuring a coherent, viable, joined up and complete plan is produced to cover all of the services
- Review bidders proposed transition plans, ensuring they are comprehensive, viable, clear and joined-up for all the in-scope services
- Review bidders proposed transition/set-up plan for Service Integration and Management (SIAM), ensuring it is comprehensive, viable and clear
- Ensure there is alignment across incumbent and bidder Exit and Transition plans to deliver a joined-up approach to Service Transfer, with specific focus on SIAM
- Work with Government Department change team to enable Government Department change impact assessment of the evolving exit and transition plans
- Define acceptance criteria for SIAM exit and transition deliverable's and communicate
- Ensure appropriate acceptance criteria are in place for all services exit and transition deliverable's and that these are effectively communicated
- As well as responsibility for the overall Exit and Transition Plan, take specific responsibility for transfer/set-up of Service Integration and Management services
Post Contract Award:
- Take specific responsibility for transfer/set-up of Service Integration and Management services
- Co-ordinate required deliverables between incumbent and incoming service provider
- Continue to work with Change Lead to ensure Government Department change plan is aligned to Exit and Transition Plan
- Work with other programme team members to ensure deliverable due dates are aligned to plan and deliver to plan (eg. TUPE, asset transfer)
- Manage acceptance of deliverable's against Government Department agreed criteria
- Manage acceptance testing for service cut-over, ensuring approval for cut-over is only given once all required Government Department stakeholders have accepted service performance
- Manage full exit and transition to plan
Post Service Commencement with new service provider:
- Manage service stabilisation plan
- Manage handover of services from the Programme to BAU
- Manage closure of the exit and transition project (not the ST Programme), ensuring all project closure activities are completed
Ongoing throughout:
- Capture lessons to be learned and identify action plans to ensure lessons are learned
- Maintain complete, accurate and up to date documentation regarding the exit and transition activities
- Build body of knowledge around the E&T activities, processes, documentation, etc such that this can be re-used on future transition of these and similar services
Key Knowledge/Skills/Experience:
Standard Project Manager knowledge, skills, experience, including strong communicator, delivering to plan, etc
Plus:
- Specific experience managing a similar scale Exit and Transition project (Service Contract related change management)
- Experience with set-up of Service Integration and Management (SIAM) a bonus
- Experience with a do the minimum' level of co-operation from an incumbent
- Experience with transition of multiple, varied service bundles'
- Experience running multiple project workstreams
- Experience with completing an Exit from an incumbent
- Lead small team of project managers to support transfer of multiple services
- Can do attitude: find a way through the many challenges the project will face, not use as or allow them to be a barrier to progress
