The Role

Description

To provide effective leadership of project/programme Engineering capability. Identification and development of sufficient competent engineering resources to deliver the lifetime plan. Delivery of fit for purpose engineering solutions. Liaison with site and programme Design Authority and Engineering Functions.

Key Accountabilities

As an effective Team Leader, the post holder will be responsible for People Management, Performance Management, Control and Supervision, Event reporting and Learning, Communications, Resource Management and SQEP assessment.

Support Programme Design Authority representative for allocated projects on Site/MSO.

Act as key point of contact with site(s) Design Authority representative throughout the project life cycle

Act as Principle Design Adviser under CDM (S-424)

Develop, own and deliver design, safety case and commissioning strategies for assigned projects (S-414)

Identify project functional requirements and stakeholder needs for assigned projects (S-414), take responsibility for delivering these through the design process.

Determine the technical resource requirements for delivery of the full project life cycle with regular reviews including specifically at each phase change to feed into the Sanction and Approval Gates and the S-414 Design Authority Reviews and EAC sheets.

Identify and input schedule trigger points for technical resources starting with and leaving the project(s) for the resource profile, liaising with technical resource owner (Programme Chief Engineer).

Agree and own the Design Quality Plan and work schedules for the individual engineers with the Project Leads.

Manage the engineering design (including change control) process and activities through Gate Reviews and in accordance with design authority standards (S-414 and MCP 99/03)

Assist the Project Lead in the delivery of all specified Lifetime Plan engineering and design activities within time and cost.

Identify and manage engineering support to the projects on Site/MSO.

Prepare modification proposals as required, acting as Nominated Responsible Engineer where appointed (MCP-99)

Carry out technical assessment/approval of contractors work instruction/method statements/risk assessments where required. Act as SQEP as appropriate in accordance with S-084.

Provide technical supervision of construction/deconstruction activities to ensure compliance with design intent.

Approve significant completed designs/drawings and documentation.

Specify and provide technical supervision of commissioning and/or decommissioning, acting as Commissioning Lead and or T&CP Chair as required (MCP 99/01)

Manage hand over to systems/operations ensuring that all drawings, instructions and training have been supplied as required.

Understand and communicate Magnox processes and standards

Review on-site and off-site events, learning and root cause analysis to promote improved working practices.

The post holder may be required to undertake emergency scheme duties

Comply with all Environment, Health, Safety, Security and Quality policies, procedures, work instructions and risk assessments and support the continuous improvement of Health, Safety, Environment and Quality on Site.

As a customer-focused individual, the post holder will be expected to support delivery within his or her range of skills, knowledge, experience and competence.

Identification and if applicable supporting development needs of project technical team(s).

Contribute to the effective development and delivery of training within own area of specialism.

Job Essentials

A Degree in Engineering or relevant subject

Significant experience in Nuclear, Industrial or Construction/Demolition industry

Significant experience in Engineering Design

A good working knowledge of Technical, Health Safety and Environmental Legislation

Job Desirables

Chartered Engineer Status

Qualification in project management as evidenced by associate membership of the APM or an equivalent NVQ level 4 in project management

People management experience

Knowledge of contract management
