Description

Chief Officer for Planning and Performance required for our Central London based Government client on a 4 month initial contract + possible extensions.

The Chief Officer for Planning and Performance will be responsible for:
  • Business performance management and managing a portfolio of projects across the organisation and increasing the capability and capacity of the whole organisation to manage projects.
  • Ensuring delivery plans are soundly planned, clearly defined in terms of outcomes expected, effectively resourced, have appropriate milestones and clear systems for monitoring, tracking and reporting performance.
  • Governance, risk management and assurance around all aspects of delivery and service provision, ensuring systems are in place between the Board, the Executive and sponsor department that support key service delivery
  • Ensuring scrutiny is targeted at activities where risk indicates it is needed, and ensuring that cycles of review at Board and SLT levels deliver the necessary assurance
  • Being a strong visible leader across the organisation and within SLT, ensuring the organisation's governance arrangements, including the senior leadership team, work effectively to maximise business performance.
  • Leadership and development of organisational capability, working with corporate service business partners. They would be the primary link with senior corporate service business partners and take a strategic perspective around organisational needs in terms of HR, Finance, IT, Estates to ensure business delivery and people capability exists.
  • Driving forward a transformation plan for the organisation, turning the strategic vision into a change programme and monitoring progress against this.
  • Embedding a culture of delivering service standards and contributing to developing commercial service incomes across the organisation.
  • Engagement around delivery understanding, risk reporting/management and ensuring the delivery perspective and insight is reflected in policy development.


The ideal candidate would be expected to have a track record in:
  • Leading in a complex and highly visible operational environment
  • Operating in a complex political environment and handling contentious issues with high level audiences.
  • Improving organisational performance through robust Management Information and risk management.
  • Influencing stakeholders and working with government and partners to deliver elements of the environmental agenda.
  • Delivering organisational change.
  • Continuous business improvement and efficiency programmes.
