Henderson Scott are urgently recruiting for an IT/ICT Commercial/Procurement Specialist to join a leading public sector entity for an initial 3 month contract, inside IR35, umbrella only.
You'll be working to lead on the procurement of a partner to help deliver the bodies People & Finance Business Process and Technology Transformation. Seeking to appoint a Supplier that will work with the entity to transform the way it delivers its core People and Finance Functions of Human Resources (HR), Payroll, Finance and Procure to Pay (P2P), both within the entity and to external partners and organisations as part of its Traded Service. This will be achieved through the delivery of a Business Change Programme supported by the implementation of a Cloud based, fully integrated, People and Finance Software as a Service (SaaS) solution(s).
We're looking for someone with:
- A strong understanding of the ICT category, key considerations in the procurement of ICT solutions and experience of leading procurements of similar scope.
- A solid knowledge of the Public Contract Regulations 2015, associated secondary guidance/legislation, and delivering compliant procurements that best deliver organisational outcomes.
- Experience of working within, and ensuring compliance with, organisation policies and strategy (procurement, ICT, governance) and delivering procurements that drive the best outcomes from them.
- Experience of using the Competitive Dialogue procedure.
- Experience of leading on multi-stakeholder negotiations across multiple vendors.
- Excellent interpersonal skills
- Preferably experience of working within a local government environment.
This programme requires a candidate that can lead on and deliver the procurement, candidates that are unable to demonstrate or operate in the delivery of the programme are unlikely to be successful. The successful candidate may be required to work on other procurement/commercial activities as required.
