Organisation context:
Cefic “Coal Chemicals Europe (CCE)” is the voice of the European Coal Chemicals Industry, and promotes best practices in safety, environment, and health throughout the industry.
CCE supports the EU framework and contributes to facilitating the transition towards a circular, sustainable economy and climate-neutral Europe by 2050 also with its products as solution providers.
Its mission is to advance the interests of the Coal Chemicals Industry by communicating industry positions to Competent Authorities and regulatory officials, cooperating with ECHA, providing a forum for the exchange of information and discussion of issues, collecting statistics related to the industry and promoting the use of coal chemicals and their associated products in the marketplace.
The “REACH for Coal Chemicals (R4CC)” consortium is the service platform for “Manufacturers”, “Importers” and “Only Representatives” to coordinate REACH registration activities for coal tar-related substances.

Mission of the role:
In this freelance part-time job as toxicologist / eco-toxicologist (estimated 60-100 hours/month), you will work as an important member of the team. Your scientific expertise will support the regulatory strategy for both Coal Chemicals Europe’s and R4CC’s groups and be able to suggest alternatives to optimise costs, deadlines, and progress for regulatory studies and requirements.
Relevant substances and substance groups
• Mainly coal-based and – to a small degree - petroleum-based UVCB materials (distillates fractions and distillation residues e.g. naphthalene oil, creosote, pitches, etc.).
• Single products from refining: BTX, phenol, naphthalene, anthracene, and carbazole.

Tasks & Responsibilities
1) Scientific support for REACH
• Dossier maintenance in order to ensure regulatory compliance.
• Data gap analysis, data collection, and data evaluation.
• Classification of substances (CMR, PBT, ED).
• Hazard assessment, including derivation of DNELs and PNECs.
• Exposure assessment (CSR).
• Special UVCB properties: phototoxicity, bioavailability.
• Study preparation and monitoring.
• Support Lead Registrant in communication with ECHA and Member State authorities.
• Follow-up actions owing to ECHA requests and decisions.

2) Scientific support for Biocides (BPR; PT8)
• Active Substance and Product Authorisation.
• Dossier maintenance.
• Preparing Robust Summaries for new data.
• Analysis and evaluation of Competent Authority Reports (CAR).
• Evaluation of risk assessment for various uses.

3) Scientific support for industry in regulatory positions and matters
• Contribution to public consultations.
• Responses to authorities’ requests.
• Interpretations of guidance and standards.

Expected profile
The successful candidate will be an experienced professional who demonstrates the following experience, competencies, and personal qualifications:
• A master’s degree in Biology, Pharmacology, Environmental Sciences, or Chemistry with a proven track-record in the fields of regulatory affairs, product stewardship or advocacy.
• A strong background in ecotoxicology and/or toxicology is a must. An extensive working experience in (eco-) toxicology of UVCBs is a definitive asset.
• Deep knowledge of REACH and other EU chemical legislation with practical experience of applying legislative requirements.
• Strategic thinking and detail-oriented, with experience in managing complex chemical safety issues of regulatory relevance.
• Ability to prioritise projects and leverage research results in the context of the evolving regulatory/policy environment at the science/policy interface.
• Good communication skills, including the ability to translate complex scientific concepts and results into layman´s language.
• Full professional proficiency in English (written and oral).
