We are looking for one "PeopleSoft Banking & ISO20022 analyst" to start ASAP an initial 50-w/day contract (extensions possible) for an international Org' -client in ROME, where 100% REMOTE work is possible. Possibility of extension based on performance and budget availability. English speaking environment. Our client is an international organisation in Rome and a great reference in any CV!

The incumbent will deliver a report.

The report will describe in detail the technical, functional and/or process changes required by UN-client in PeopleSoft Financials to ensure that bank statements issued under ISO standards will be compatible and will continue to be uploaded by PeopleSoft Financials to load the bank statement date into PeopleSoft tables.

The report will provide the main content for a Project Initiation Document (PID) required for the approval of the technical project.

The incumbent will work closely with the business owner and ICT to carry out the analysis necessary to complete the required report:

  • Understand the current process in terms of receipt, upload and processing of bank statements
  • Categorize differentiation options for banks and bank accounts and expected likely ISO adoption
  • Analyse the technical solution in place for the upload and processing of bank statements
  • Analyse the ISO20022 requirements relevant for UN-client bank statement processing
  • Propose a technical solution or solutions for the adoption of ISO20022 within Peoplesoft to UN-client stakeholders for consideration and agreement
  • Document the technical details of the solution in PeopleSoft for the processing of bank statements post ISO20022 adoption by some or all UN-client banks.

    • University degree in Computer Science, Mathematics or related discipline with at least five years of professional work experience in the implementation and support of PeopleSoft ERP Applications
    • Extensive demonstrable experience (at least 3 years ) of working with PeopleSoft Financials 9.2 with particular experience in developing and configuring Cash Management, Banking and Accounts Payable
    • Any prior knowledge of UN-client processes would be helpful
    • Extensive demonstrable experience of at least 5 years with PeopleSoft FIN 9.2, in particular Banking and Accounts Payables modules.
    • Development experience with People Tools 8.5x
    • Good working knowledge of writing and customising PeopleCode, (knowledge of Application Packages would be an advantage)
    • Good working knowledge of Application Engine, SQR
    • Good working knowledge of PeopleSoft Query
    • Extensive experience with SQL preferably with Oracle databases
    • Experience of working with SWIFT or similar payment systems would be advantageous
    • Knowledge of ISO20022 would be advantageous
    • Demonstrable experience of documenting technical requirements for Senior Management use
    • Experience of report writing as part of project approval processes within large enterprises
    • Clear and concise communication skills, particularly written communication

    Technical Context

    Oracle PeopleSoft (HCM and FIN) is a fundamental component of the UN-client Application infrastructure and the current application version is 9.2 (PeopleTools 8.58) in both Financials and HCM.

    UN-client Treasury Services uses the Banking and Accounts Payables modules in PeopleSoft Financials. The management of payments are done through the Accounts Payables module.

    On a daily basis, UN-client receives a bank statements which are uploaded to Peoplesoft Financials for subsequent processing. Currently, these files are currently received as flat files and uploaded through application engine into the banking tables.

    ISO 20022 is global language for payments messaging. Already used by payment systems in over 70 countries, in the coming years it will be the de facto standard for high-value payment systems of all reserve currencies supporting 80% of global volumes and 87% of value of transactions worldwide. With payment systems of all reserve currencies adopting ISO 20022, the financial community with consensus has decided to move to the new standard in Financial Institution payments and reporting.

    ISO will replace existing SWIFT messages and their equivalents, which are unsuitable for supporting evolving transaction needs for cross-border and high-value payment information. The new messages will drive enhanced speed and efficiency; reducing manual intervention, costs and helping to pave the way to enhanced straight-through processing (STP) and strengthen security.

    Hence, by November 2022: all financial institutions processing SWIFT messages must be able to receive and process compliant ISO 20022 messages. After a period of three years of coexistence, the corresponding Legacy SWIFT MT messages will be decommissioned on the SWIFT platform.

    UN-client must adopt this standard to ensure continuity of its payments and financial transactions.

    • It should be noted that the deadline of November 2022 for go-live of ISO 20022 standard is compulsory for banking institutions. In UN-client's case, as we are banks' clients, the deadline will not necessarily apply.
    • Currently, the results of TRE's preliminary discussion with both SWIFT and UN-client commercial banks seem to confirm that UN-client could continue to send the current SWIFT messages until 2025 (end of SWIFT support to the current standards), as the November 2022 deadline is mandatory for banking institutions.
    • However, the November 2022 go-live will impact UN-client as a receiver of SWIFT messages. AsUN-client banks (both commercial and central banks) will have to abide mandatorily to the new standards, UN-client as receiver of their SWIFT communications will need to have systems in place to interpret the new type of messages. Failure to do so will result in impact on critical activities such as reconciliation, accounting and liquidity management, as bank statements will follow the new ISO 20022 standards and will therefore need to be correctly interfaced at UN-client's end.
