Senior Strategic Analyst

Status: Inside IR35

Length: 6 month contract

Location: Hybrid working, London, Bristol or Manchester (2x a week from office)

Reporting to the Head of Strategic Planning and Performance, as Senior Strategic Analyst you will lead a team which delivers strong analysis on organisational management information as part of the performance management, business planning and reporting, as well as delivering any additional, non-standard corporate reporting and planning projects that can emerge such as business cases for Spending Review bids or departmental pivoting for crisis management (eg COVID-19 pandemic or EU Exit preparations).

You will be also responsible for providing ad-hoc analytic support to the wider business, be it economic analysis and modelling assessing the viability of new projects or evaluating the benefits realisation for existing programmes.

You will consider how best to deliver your analysis depending on the intended audience and will work closely with colleagues in the business operations side of the Strategic Planning and Performance team to support and inform your analysis with strong data, and in addition you will offer insight into how the information management and reporting systems could be improved in GDS.

As a senior strategic analyst, you'll:

Lead on performing corporate analysis for departmental processes such as performance management and business planning

Lead the coordination and production of input into the Outcome Delivery Plan, working with colleagues and across wider departments Digital, Data and Technology function as necessary

Offer reasonable and professional scrutiny to the plans and intended delivery of teams during business planning, and provide assurance on the deliverability upwards based on your conclusions

Assess the delivery, financial and economical ambitions of teams and business cases during fiscal events, such as the Spending Review, and offer strategic advice upwards on whether they are achievable and based on sound methodologies

Establish a strong benefits realisation function within the department to evidence the delivery of tangible savings and benefits for government and the general public from the work does

Work closely with the Delivery, Portfolio & Assurance team to understand the performance and risk in-year and ensure alignment of delivery with long-term missions and strategy

You will have strong analytical, interpersonal and communication skills, and enjoy working in a collaborative manner. They will be experienced in performing high quality analysis swiftly, writing official papers, and in dealing and communicating with senior stakeholders, as well as adapting their analysis and communication for audiences of varying seniority.

It is desirable that you are passionate about digital, data and technology, and in particular how innovations in these areas can be used to improve public services.

In this role you'll require:

Knowledge of the government green book principles and experience in applying them in practice.

Experience in performing high quality analysis swiftly in a fast moving, high profile environment

Experience writing and producing analytical papers/reports for a senior audience

Experience in presenting their work and findings to a group of stakeholders, using a range of technologies and methods to do so

Experience of balancing changing priorities and dealing with ambiguity, prioritising resources even where hard choices are required

Have the ability to work well as part of a team and line manage/coach staff in line with the Brilliant Civil Service values and the Civil Service Leadership Statement

It is desirable that the successful candidate would have some level of qualification or experience in economic analysis
