Finance Business Partner | 3 months | Inside IR35 | Day rate - dependent upon experience

Harvey Nash's public sector client are currently looking to recruit a Finance Business Partner to join their team for a 3 month period. The client is based in Glasgow however the role will be remote. The successful candidate will have experience working with fixed assets and strong accountancy skills.

Main Duties:

  • Provide the key financial expertise to underpin the development and delivery of the client's Estates Strategy, directly supporting the Director of Estates Services in undertaking the financial management of the Estates revenue and capital budgets.
  • Provide timely management information in relation to Estates, for both strategic and operational purposes, including strategic financial planning, financial governance and control, budgeting, forecasting and monitoring in respect of all projects within the client's Estates Strategy, supporting the reporting and presentation of financial information to the Estates Committee, Executive Team, Court Business Group and Court.
  • Provide expert professional advice and guidance to the senior Estates team, including producing, communicating and delivering robust financial plans; setting parameters for annual financial planning; leading regular forecasting activities and producing robust financial reports and analyses together with expert recommendations on key areas of focus.
  • Undertake financial analysis and financial risk assessment of all major capital expenditure projects, carrying out option appraisals using formal investment appraisal techniques, and providing robust financial challenge to business plans/business cases in respect of estate development and redevelopment strategies to ensure that all business cases progressed withstand scrutiny and contain measurable delivery criteria.
  • Assist in developing innovative funding strategies working with banks and financial advisors to ensure that capital finance is available as required to support the client's Estates Strategy. Assist in negotiations with external lenders to assure that capital finance is secured on the best terms possible.
  • Ensure that all capital expenditure projects are subject to rigorous budgetary monitoring, forecasting and control.
  • Assist the Director of Estates Services and senior team in dealings with third parties eg advisers, contractors.
  • Ensure that the University complies with relevant governance and compliance requirements, including:
  • Ensuring compliance with Funding Council directions (eg the Financial Memorandum) on the monitoring, control and reporting of estates expenditure and asset disposals
  • acting as primary contact in relation to internal or external audit of Estates activity
  • Identify areas where financial efficiencies could be achieved, through objective financial review and challenge, seeking improved use of resources and continuous improvement towards best practice, working in conjunction with the Directorate management team.
  • Provide appropriate and timely input into the client's major financial planning and reporting exercises: Annual Plan/Budget, Four/Ten Year Forecasts, Quarterly Reviews, monthly Management Accounts and annual Financial Statements.

Essential Skills:

  • Educated to degree level
  • Membership of a recognised CCAB accounting professional body with extensive post-qualifying experience, ideally gained in a large complex organisation.
  • Substantial proven experience in a financial/management accounting or audit role in a large complex organisation.
  • Significant knowledge and experience of financial and budgetary control systems.
  • Experience in capital and revenue project costing, evaluation and option appraisal.
  • Experience of working within a Higher Education Finance environment.
  • Extensive Agresso Finance experience, with comprehensive hands-on capability across all Finance modules including P2P, S2C, GL, Expenses, PCB & Commitments.
