My high-profile banking are looking for a Senior Programme Office Manager to join and champion, introduce and embed best practice governance and processes across a strategic Programme within the Bank, providing appropriate management controls to ensure that the programme is governed effectively and successfully delivers to the business strategy and vision. Lead and manage the activity required to enable the programme to execute business strategy and deliver sustainable change, in line with the Bank's change methodology and ways of working.
Responsibilities:
Work closely with the Programme Director to agree ways of working across the Programme
Ensure consistent application of the standard ways of working across the end-to-end delivery of programme, providing assurance and adherence to the Banks Change Methodology
Provide support, direction and challenge to the Programme to improve project delivery performance
Support the Programme Director in providing appropriate management controls for the overall Programme, including:
o Governance and reporting
o Delivery plans - milestone definition and tracking (MSP)
o Dependency management (internal and external to the Programme)
o Quality (incl. scope) ensuring appropriate change control is enforced
o Financial management (cost/forecast management and tracking of both capex & opex)
o Benefits (tracking, both tangible and intangible)
o Resource management (people) identifying constraints and contentions across the Programme
o Risks & Issues Management (tracking and escalations)
o Stakeholder management including 3rd Parties
o Audit findings and resultant actions
Support the design of governance structures for the Programme, ensuring governance is simple and flexible whilst enabling the right level of decision making and control.
Organise and facilitate Programme governance forums
Co-ordinate resource and capacity planning across the Programme in conjunction with Vertical Leads
Administer Programme budget, including raising purchase orders, receipting invoices and supporting financial reconciliation activity
Coordinate and support status reporting and other Programme reporting
Plan and execute communication to stakeholders around the Programme status
Undertake auditing and health checks on Workstreams within the Programme, managing resulting outputs
Co-ordinate and support external audit activity and corresponding actions
Requirements:
Excellent knowledge of Project, Programme and Portfolio governance frameworks
Excellent MSP skills
Strong leadership and management skills
Experience of different project/programme delivery techniques
High level exposure to portfolio, project or programme reporting
Exposure to senior level decision makers and able to influence and communicate effectively in this arena
Ability to be a team player and work with key stakeholders on a day-to-day basis
Proven presentation skills, both written and verbal
Experience of use of project/programme methodologies and frameworks in an agile fast moving environment
Experience of working in a programme or portfolio environment
Be confident in discussions with senior stakeholders, in order to influence effectively
Experience of facilitating and leading discussion forums
Experience in team management and development
